/PRNewswire/ -- In the wake of controversy surrounding President Barack Obama's scheduled speech to America's school children, Jeanne Allen, president of the Center for Education Reform (CER), released the following statement:
"Having the President of the United States use the bully pulpit to speak to our schoolchildren isn't new, but it's only a good use of the office if executed with a clear vision. That vision was blurred by overzealous staffers who counseled teachers to use the speech to focus on President Obama himself and not on the nation's education crisis.
"That crisis should be the focus of the president's message. Tell them, Mr. President, that you recognize the obstacles they face in getting a great education, and that you and others from all political ideologies are working on substantive reforms that they can help achieve.
"Tell them our great country lags behind many others when it comes to student achievement, and that not only do they have to work smarter as a result, but they have to demand great schools through their teachers, through their parents and, yes, in whatever community venues they participate.
"We have a generation of kids that are more aware of their world than any in history. They need to hear that there are things we can do to fix schools, from rewarding great teachers, to closing failing schools, making sure standards are high, creating bold, expansive new schools of choice for students, and generally recognizing that no one size fits all students anymore.
"If that is the president's focus, then his staffers can distribute literature about all these reforms to the nation's school staffs, which rarely receive objective information about them from the associations to which they belong and are most comfortable with the status quo. Then and only then will the president have achieved his stated goal of contributing to the improvement of all schools for all children."

President Obama Joins the U.S. Army and the Ad Council to Communicate the Importance of Education for America's Youth
/PRNewswire/ -- In time for the first day of school for many children across the U.S., President Obama is joining the Ad Council and the U.S. Army to launch a new series of television and radio public service advertisements (PSAs) designed to encourage Americans to take responsibility and support high school students on their path to graduation. The new ads, which feature the President, are a part of the Ad Council and the U.S. Army's High School Dropout Prevention "Boost" campaign. They are being distributed to media outlets nationwide to coincide with a special address President Obama will deliver directly to students in grades K-12 on Tuesday, September 8th on the importance of taking responsibility for their education. The speech will be broadcast live at 12:00 pm EDT on www.whitehouse.gov/live and C-SPAN.
Nearly 30 percent of high school students in the U.S. drop out, according to a report released by the America's Promise Alliance (Cities in Crisis: A Special Analytic Report on High School Graduation). In the new TV and radio PSAs, President Obama communicates that he couldn't have achieved his success without first graduating from high school. The President points to his high school graduation photo and describes how it paved the way for his inauguration photo. President Obama then urges all parents, friends, educators and neighbors to do whatever it takes to help support and encourage high school students in their education.
"We need all students to develop their talents, skills and intellect so they can help solve our most difficult problems," said President Obama. "If students don't do that -- if they quit on school -- they're not just quitting on themselves, they're quitting on their country."
During the speech, the President will challenge students to work hard, set educational goals, and take responsibility for their learning. In advance of the address, the Department of Education is providing teachers with resources to help engage students and stimulate discussion on the importance of education.
"We are delighted to have President Obama join our Boost campaign designed to encourage students to stay in school and graduate. Research shows that the decision to drop out doesn't happen overnight and it isn't due to lack of motivation for many students. Through the President's words, these wonderful PSAs highlight the importance of motivating and challenging students and they help continue our campaign's goal to develop a community of support for students who need it," said Peggy Conlon, President and CEO of the Ad Council.
The Ad Council and the U.S. Army kicked off their High School Dropout Prevention initiative in 2000. Now called "Boost" and created pro bono by ad agency Publicis New York, the campaign portrays the real stories of potential graduates who are at risk of dropping out. The PSAs encourage teens, parents and adults to give these students and students in their communities the "boost" of encouragement they need to stay in school and graduate. The ads direct audiences to visit www.boostup.org, where they can send "boosts" to either students in their own communities or the profiled students. There are also sections on the website for parents and teens, which provide resources and guidance on issues relating to school, crisis and community.
The "Boost" campaign leverages the leading social networking websites (YouTube, Facebook, and MySpace) to provide opportunities to support teens. In addition to the PSAs, the campaign features a series of wake-up calls and alarm ringtones recorded by professional athletes that teens can share with friends and peers to provide the motivation to get up and go to school in the morning. New York Knicks' Nate Robinson, Chicago Bears' Lance Briggs, Phoenix Suns' Amare Stoudemire and Baltimore Ravens' Willis McGahee donated their time to record the messages, which can be downloaded at www.BoostUp.org/WakeUp. Furthermore, students can download an interactive "Countdown to Graduation" widget to help them stay on track to graduation.
"Nearly thirty percent of American high school students aren't graduating. Not because they don't want to graduate, but because of outside, personal situations including having to support family income, teen pregnancy and other issues," said Rob Feakins, President and Chief Creative Officer of Publicis New York. "These students need all of our support. And we welcome the support of President Obama."
Since its launch in November 2000, the Ad Council and the U.S. Army's High School Dropout initiative has received over $400 million in donated time and space from the media and is frequently ranked among the top ten supported Ad Council campaigns.

Libertarians: No need for ‘Iraq war rush’ to government-run medicine
America’s third largest party Tuesday urged Congress to take its time deliberating the proposed government takeover of the nation’s health care system amid pressure from the White House to quickly adopt the troubled proposal quickly and with minimal debate. Libertarians oppose the plan, which deepens the federal budget deficit and leads to the rationing of basic health care.
“As confidence in President Obama’s plans for a federal government takeover of medicine plunges, the White House is pressuring legislators to rush to judgment while the plan can still be salvaged,” said William Redpath, Libertarian National Committee Chairman. “We urge Congress to deliberate this massive government takeover carefully, take their time to allow Americans to read the full bill and then vote down this legislative disaster.”
A poll conducted independently by the Gallup organization, not for any party or group, and released today shows disapproval of the Obama plan tops approval among adults by a 50 percent to 44 percent margin. Among political independents, the gap grows. Fifty-five percent of independents disapprove of Obama’s plan. Only 40 percent approve.
“The more we find out about the Democrat plan, whether it’s the language on page sixteen outlawing private insurance or Section 440 empowering government to visit your home and monitor your parenting, the more obvious it becomes why President Obama wants as little transparency as possible. As we saw during the rush to the Iraq war, nothing good can happen when the president demands Congress give him what he wants immediately and without debate,” said Redpath.

President Obama Issues Historic Biofuels Directive to Key Cabinet Members
/PRNewswire/ -- In response to recommendations from the Governors' Biofuels Coalition, President Barack Obama issued a presidential directive charging key members of his administration with shepherding the development of the U.S. biofuels industry. The directive creates the nation's first comprehensive biofuels market development program; coordinates infrastructure policies; and identifies policy options to improve the sustainability of biofuels feedstock production.
The President's action is a response to a letter from the Governors John Hoeven of North Dakota and Chet Culver of Iowa - chair and vice chair of the Governors' Biofuels Coalition - proposing a number of initiatives to accelerate the United States' development and use of renewable, sustainable, low-carbon fuels produced domestically. The 35 governors of the Coalition believe the President's directive is the right policy for the nation's energy, environmental and national security future.
"With this directive, a national strategic vision for the role of biofuels in America's future has been established," said Governor Hoeven, chair of the Governors' Biofuels Coalition.
"President Obama's action recognizes the economic opportunity that biofuels offer in terms of job, economic strength and energy security today -- and for decades to come," said Governor Culver, vice chair of the Coalition. "As governors, we see first-hand the positive impact and the tremendous potential of biofuels for our states and our nation. This historic action by President Obama has strengthened our commitment to the essential role that biofuels will play in the nation's energy future."
The May 5, 2009, presidential directive was distributed to Secretary of Agriculture Tom Vilsack, Secretary of Energy Stephen Chu, and Environmental Protection Agency Administrator Lisa Jackson. The directive creates a Biofuels Interagency Working Group led by these three senior administration officials. The President tasked the Working Group with four key initiatives:
-- Developing the nation's first comprehensive biofuels market
development program, which should include policies to increase
flexible fuel vehicle production and assist in retail marketing
efforts;
-- Coordinating infrastructure policies impacting the supply, secure
transport, and distribution of biofuels;
-- Identifying new policy options to improve the environmental
sustainability of biofuels feedstock production, taking into
consideration land use, habitat conservation, crop management
practices, water efficiency and water quality, and lifecycle
assessments of greenhouse gas emissions.
In addition to creating the Biofuels Interagency Working Group, the President directed the Secretary of Agriculture to pursue other biofuels development efforts in coordination with state and local governments. He requested that Secretary Vilsack begin refinancing existing investments in renewable fuels as needed to preserve jobs in ethanol and biodiesel plants, renewable electricity generation plants, and supporting industries. He also tasked the Secretary of Agriculture with presenting a plan within 30 days to make available the renewable energy financing opportunities made possible in the Food, Conservation and Energy Act of 2008.
The President's directive stresses the "thousands of new jobs" and "hundreds of millions of dollars in new tax revenues for local, state and federal governments" that local production of clean renewable fuels provides. The President said that biofuels create homegrown sustainable energy options that stimulate the economy.

Boehner on the Democrats’ National Energy Tax: “The Wrong Thing to Do and the Worst Possible Time to Do It”
House Republican Leader John Boehner (R-OH) today released the following statement after House Energy & Commerce Committee Chairman Henry Waxman (D-CA) released a discussion draft of the Democrats’ national “cap-and-trade” energy tax legislation, which is similar to the plan included in the President Obama’s budget:
“The Democrats’ plan to raise energy taxes in the midst of a serious recession is the wrong thing to do and the worst possible time to do it. Families and small businesses are struggling to get by, and this proposal, like the President’s budget, would raise taxes on every American who drives a car, flips on a light switch, or buys a product manufactured in the United States. It would cost every family as much as $3,100 a year in additional energy costs, and will drive millions of good-paying American jobs overseas.
“In my district, for example, there is steel manufacturer called AK Steel. If they are forced to pay this new energy tax – while competitors in places like India, China, and Mexico are not – their costs will skyrocket, and their customers will simply buy cheaper imported steel. That’s a recipe for shipping more good-paying American manufacturing jobs overseas, and that’s simply unacceptable. Democrats should shelve this national energy tax and work with Republicans to enact policies that will truly help get our economy moving again.”

Campaign to Sell President's Budget Has "No Noticeable Impact" as Americans Realize It Spends Too Much, Taxes Too Much, Borrows Too Much
President Obama will hold a news conference this evening, as the campaign to sell his fiscally-irresponsible budget continues. Last week, the effort kicked-off with some fanfare, as news broke that his presidential campaign apparatus would be called upon to spin his $3.6 trillion budget blueprint. However, more than a week into the “budget campaign,” it seems the Administration and its political allies are having some trouble building support for the budget with the American people – and even some Democratic Members of Congress. McClatchy News reports:
“President Barack Obama’s army of canvassers fanned out across the nation over the weekend to drum up support for his $3.55 trillion budget, but they had no noticeable impact on members of Congress, who on Monday said they were largely unaware of the effort.”
“‘News to me,’ said Rep. Lloyd Doggett, D-Texas, a House Budget Committee member, of the canvassing.”
The reason the President’s campaign seems to be spinning its wheels is because the American people are realizing his budget will harm our economy and destroy jobs by spending too much, taxing too much, and borrowing too much. Last Friday, the nonpartisan Congressional Budget Office (CBO) issued a devastating report, noting that the President’s budget is actually $2.3 trillion more costly than the White House initially claimed. And yesterday, the President doubled-down on his plan for a national energy tax, with the Administration promising that it will fight for the tax, even though it will cost families up to $3,100 more per year. In other words, the more the American people are learning about this budget, the less they like it – and Members of Congress, including many Democrats, are hearing about it.
On WKRC radio in Cincinnati this morning, House Republican Leader John Boehner (R-OH) discussed the Democrats’ nervousness over the President’s budget:
“And so, the real key is what’s going to happen here over the next couple of weeks – whether we can stop the budget proposal that he has and put enough pressure on my colleagues on the other side of the aisle to take a second look at this proposal…”
“There’s a lot of nervousness over there right now over this, and what I’ve been doing and my colleagues have been doing is helping the American people understand that his budget spends too much, it taxes too much, and it borrows too much from our kids and grandkids.” (AUDIO)
While the Administration and Democratic leaders on Capitol Hill continue their budget campaign, Republicans are prepared to offer a better budget solution – one that will help create jobs, rebuild savings, and restore fiscal sanity. In a web video released last week, Boehner outlined for the President the GOP’s principles for a better budget, including:
- Helping create and protect jobs by letting families and small businesses keep more of what they earn.
- Ensuring the federal budget doesn’t grow faster than family budgets.
- Aiming to expand access to affordable health care for every American, while preserving Social Security and Medicare for future generations.
- Ending the bailouts to protect taxpayers and reforming the financial system so this crisis never repeats itself.
- Encouraging an “all of the above” energy strategy that harnesses new technologies, encourages greater conservation and efficiency, and increases American energy production in an environmentally-safe manner – without imposing a national energy tax.
- Fighting inflation so the prices of goods and services Americans depend on every day remain stable during and after this economic crisis.
The House Budget Committee will consider the President’s budget blueprint tomorrow, and Boehner today announced that Republicans will live-blog the debate on the Republican Leader’s blog, at http://gopleader.gov/Blog. During tomorrow’s debate, Republicans will remind Democrats that the President’s budget spends too much, taxes too much, and borrows too much and will offer better solutions for improving the blueprint, strengthening the economy, and creating jobs. Will Washington Democrats give these GOP solutions the consideration they deserve?

White House Makes Correct Decision On Veterans Insurance Proposal
/PRNewswire-- "The White House made the correct decision to withdraw its proposal for the Department of Veterans Affairs to have military veterans' personal insurance companies pay for their service-connected disability and wounds," said VAdm. Norb Ryan, Jr., USN-Ret., president of the Military Officers Association of America.
Adm. Ryan said he advised President Obama that "pursuing this insurance proposal would detract from the outstanding 2010 Department of Veterans Affairs budget he has put forth -- the best budget for veterans care in 30 years and the largest annual increase proposed by any President."
Adm. Ryan and leaders from several military and veterans service organizations (MSO/VSOs) met with President Obama Monday and Chief of Staff Rahm Emanuel Monday and again Wednesday with Emanuel to voice their concerns and attempt to reach a workable solution to the Administration's payment idea. All organizations were against the initiative, and numerous Members of Congress also voiced their strenuous objections. The White House asked for the meeting after receiving a February 27 letter signed by 11 VSO and MSO leaders opposing the plan.
"The VA has a solemn obligation to care for those who have served in the military and fought for this nation," said Adm. Ryan. "We deeply appreciate that the President asked the veterans organizations to meet with him to discuss the issue and present our case."
According to Ryan, "The President indicated on Monday that he was there to listen to our concerns and was willing to drop the proposal if we could not support its merits. Both he and his Chief of Staff kept their promises by promptly withdrawing the proposal after today's meeting. To their credit, they listened and responded promptly, and we appreciate that."
"MOAA looks forward to working with the President and Secretary of Veterans Affairs Eric Shinseki to maximize the impact on this unprecedented budget that supports veterans and their families," Adm. Ryan said.

Boehner Responds to President’s Request for Bipartisan Budget Proposals
House Republican Leader John Boehner (R-OH) today released a video responding to President Obama’s request yesterday for bipartisan budget proposals. In the video, which was transmitted to the White House this morning, Boehner respectfully informs the President that his budget spends too much, taxes too much, and borrows too much; makes clear that Republicans will offer a superior alternative, as Republicans did during the “stimulus” debate in January; and outlines the GOP principles for a better budget. A transcript of Boehner’s message to President Obama follows:
“Families and small businesses across America are hurting, and they’re counting on both parties in Washington to provide real solutions to help create jobs and end this recession. Mr. President, you’ve submitted your budget, and we appreciate you seeking input from Republicans on how it can be improved.
“As you’ll recall, our Republican Whip Eric Cantor and I personally delivered to you our Republican stimulus alternative during a White House meeting. Unfortunately, that plan was rejected by Washington Democrats, even though it would have created 6.2 million jobs according to an economic model developed by your own advisor, Dr. Christina Romer. That’s twice the jobs at half the cost of the trillion-dollar spending bill you ultimately signed into law.
“Republicans are eager to offer better solutions on the budget as well. Mr. President, with all due respect: your budget spends too much, taxes too much, and borrows too much, and that’s going to do further harm to our economy at a time when it desperately needs our help.
“We believe there’s a better way – better solutions to restore some fiscal sanity here in Washington while encouraging more job creation and more investment. Our alternative, which is being drafted as we speak by Congressman Paul Ryan of Wisconsin and others, will reflect core principles that should guide us as our nation works to emerge from this crisis stronger than ever.
“First, our budget alternative will help create and protect jobs by letting families and small businesses keep more of what they earn.
“Second, our budget will make sure the federal budget doesn’t grow faster than family budgets. Americans are making tough spending decisions every day. It’s time for Washington to do the same.
“Third, our budget will aim to expand access to affordable health care for every American, while preserving Social Security and Medicare for future generations.
“Fourth, our budget will end the bailouts to protect taxpayers and reform the financial system so this crisis never repeats itself. Instead of raising energy costs through a “cap and trade” energy tax that will cost every family up to $3,100 a year, our budget will encourage an “all of the above” energy strategy that harnesses new technologies, encourages greater conservation and efficiency, and increases American energy production in an environmentally-safe manner.
“And last but not least, our budget will fight inflation so the prices of goods and services Americans depend on every day remain stable during and after this economic crisis.
“Mr. President, we appreciate the opportunity to answer your call for bipartisan input by sharing our Republican budget solutions. Republicans are eager to offer our alternative when the debate continues in Congress later this month. It’s time for both parties in Washington to work together to tackle the challenges confronting our nation – and we shouldn’t wait a moment longer to start.”
NOTE: In remarks on the budget at the White House yesterday, President Obama said, “The answers don’t have to be partisan, and I welcome and encourage proposals and improvements from both Democrats and Republicans in the coming days.”

Libertarians ask, ‘What is Obama ashamed of?’
America’s third largest party asked Wednesday why President Obama enacted the $490 billion FY09 omnibus spending and its over 8,500 earmarks behind closed doors, and despite campaign promises to end earmark abuse.
“President Obama’s decision to hide from the media while signing this bill isn’t just a violation of his promise of transparency, it’s an attempt to avoid questions about breaking another promise to end earmark abuse,” said Libertarian National Committee Communications Director Donny Ferguson.
“He promised to end earmarks. He promised transparency. He promised fiscal responsibility. He didn’t mean a word of it. More and more Americans realize his crippling taxes and crushing debt are prescriptions for prolonged economic suffering. Now he has to hide behind closed doors to sign his pork-stuffed plan to explode wasteful spending,” said Ferguson.
Libertarians support an economic renewal plan centered on tax and regulatory relief for employers, preserving the 2001 and 2003 tax cuts that blunted previous recessions and greatly simplifying the tax code for employers and taxpayers. Polls such as Rasmussen show voters prefer the Libertarian approach over the Republican and Democrat plans to increase government spending.

OBAMA HAS HAD ISSUES STAFFING HIS ADMINISTRATION
President Obama Has Had Difficulties Appointing People To Fill Top Positions In His Administration:
Seven Weeks After Inauguration, President Obama Still Has To Fill Hundreds Of Senior Level Positions In The Executive Branch. "Nearly seven weeks after taking office, President Barack Obama has a Cabinet, but hundreds of other senior-level jobs across the executive branch lack permanent occupants." (Dave Helling, "Across Nation's Capital, Vacant Offices Abound," The Kansas City Star, 3/8/09)
"But Mr. Obama Lost Four Nominees To Tax And Other Issues And The Pace Of Appointments Slowed." (Peter Baker, "Obama Team Has Billions To Spend, But Few Ready To Do It," The New York Times, 2/17/09)
Treasury Secretary Tim Geithner Failed To Pay Taxes While Working For The International Monetary Fund. (Jonathan Weisman, "Geithner's Tax History Muddles Confirmation," The Wall Street Journal, 1/14/09)
Health And Human Services Secretary Nominee Tom Daschle Withdrew His Nomination After Reports That He Had Failed To Pay Taxes. "Former Sen. Tom Daschle has withdrawn his nomination to head the Department of Health and Human Services, according to a statement Tuesday from the White House. ... Daschle, the former Senate majority leader, apologized Monday for failing to pay his taxes in full. He said earlier he was 'deeply embarrassed' for a series of errors that included failing to report $15,000 in charitable donations, unreported car service and more than $80,000 in unreported income from consulting." (Ed Henry and Kristi Keck, "Daschle Withdraws As HHS Nominee," CNN, 2/3/09)
Nancy Killefer Withdrew Her Nomination For Tax Problems Dating Back To 1995. "They knew about Nancy Killefer's tax problem from 1995, yet they nominated her for a post in the office of management and budget anyway. This morning she withdrew." (Sam Donaldson, Op-Ed, "Sam On What Nominees' Withdrawal Says About Obama," ABC News, 2/3/09)
Commerce Secretary Nominee Bill Richardson Withdrew His Nomination After Reports That State Contracts In New Mexico Were Under Investigation. "First, they knew about Gov. Bill Richardson's potential problem in the New Mexico investigation into state contracts, but they nominated him to be commerce secretary anyway. Weeks later, of course, Richardson withdrew." (Sam Donaldson, Op-Ed, "Sam On What Nominees' Withdrawal Says About Obama," ABC News, 2/3/09)
During The Campaign, Obama Said Lobbyists Wouldn't Run His White House Or Work For Agencies They Used To Lobby:
During His Campaign, President Obama Promised To "Stop The Revolving Door That Lets Onetime Lobbyists Go To Work For The Federal Government." "[O]n the campaign trail, Obama vowed to stop the revolving door that lets onetime lobbyists go to work for the Federal Government and oversee contracts that could harm -- or help -- their former employer." (Mark Thompson, "Obama's Lobbyist Ban Meets A Loophole: William Lynn," Time, 1/27/09)
President Obama Signed An Executive Order Banning Lobbyists From Working For Agencies They Used To Lobby. "And one of the first things the new President did in office was seemingly make good on that promise, signing an Executive Order barring former lobbyists from joining his Administration to work at agencies they recently lobbied." (Mark Thompson, "Obama's Lobbyist Ban Meets A Loophole: William Lynn," Time, 1/27/09)
But President Obama Has Appointed Numerous Former Lobbyists:
President Obama Has Appointed At Least 21 Former Federal Registered Lobbyists, Including Agriculture Secretary Tom Vilsack. "A USA TODAY review of Obama hires shows that 21 have registered as federal lobbyists, although most have not done so within the past two years. They include White House aide Cecilia Munoz, who lobbied last year for the National Council of La Raza, and Agriculture Secretary Tom Vilsack, who lobbied in 2007 for a national teachers union." (Fredreka Schouten, "Geithner Names Ex-Lobbyist As Treasury Chief Of Staff," USA-region> Today, 1/27/09)
OBAMA HAS FAILED ON EARMARK REFORM
President Obama Promised To Slash Earmarks And Stop Wasteful Spending:
President Obama Pledged To "Slash Earmarks." "Slash Earmarks: ... In the past two years, the Democratic Congress has cut earmarks nearly in half, to $17.2 billion in 2008. Obama and Biden are committed to returning earmarks to less than $7.8 billion a year." (Obama For America, Blueprint For Change, www.barackobama.com, p. 20, Accessed 2/19/09)
During The Campaign, President Obama Pledged To "Go Line By Line" And "Eliminate Programs That Don't Work." Obama: "I want to go line by line through every item in the federal budget and eliminate programs that don't work, and make sure that those that do work work better and cheaper." (Sen. Barack Obama, NBC Presidential Debate, Nashville, TN, 10/7/08)
-- Obama: "Earmarks account for 0.5 percent of the total federal budget.
There's no doubt that the system needs reform and there are a lot of
screwy things that we end up spending money on, and they need to be
eliminated. But it's not going to solve the problem." (Sen. Barack
Obama, CNN Presidential Debate, Hofstra University, New York,
10/15/08)
But President Obama Signed An Economic Stimulus Package Full Of Wasteful Spending And Democrats Are Pushing A $410 Omnibus With More Than $7 Billion In Earmarks:
Despite Promises, The Stimulus Is Not Free Of Money For Special Interests. "The compromise stimulus bill adopted by House and Senate negotiators this week is not free of spending that benefits specific communities, industries or groups, despite vows by President Obama that the legislation would be kept clear of pet projects, according to lawmakers, legislative aides and anti-tax groups." (Dan Eggen and Ellen Nakashima, "Despite Pledges, Package Has Some Pork," The Washington Post, 2/13/09)
The Senate Is Working On The $410 Billion Omnibus Spending Bill That Contains 8,750 Earmarks Worth $7.7 Billion. "The Senate is getting ready to pass a giant spending bill stuffed with congressional pet projects that critics decry as unnecessary pork. ... They point to stiff resistance from Democratic leaders and Obama's reluctance to veto the pending $410 billion legislation as signs that business will continue as usual. The 8,570 earmarks in the bill represent $7.7 billion, according to the nonpartisan group Taxpayers for Common Sense." (Dan Nowicki, "Earmark-Laden Bill A Line In The Sand For Pork-Barrel Politics," The Arizona Republic, 3/6/09)
DEMOCRATS HAVE FAILED TO BRING BIPARTISANSHIP TO WASHINGTON
President Obama Said Political Opponents Should Work Together Instead Of Demonize Each Other:
Obama Derided Partisan Politics And Said Political Opponents Should Come Together To Solve Problems. "A politics that says it's ok to demonize your political opponents when we should be coming together to solve problems." (Sen. Barack Obama, Response To The State Of The Union, 1/28/08)
"Obama Has Said He Plans To Work With Republicans To Cut Through Partisan Gridlock That Often Blocks Legislative Progress."(Sabrina Eaton, "Ohioan An Early Obama Critic," [Cleveland] Plain Dealer, 1/29/09)
But In President Obama's Washington, Democrats Have Hardly Come Together With Republicans:
Speaker Nancy Pelosi (D-CA): We Won The Election, We Wrote The Bill. "Speaker Nancy Pelosi (D-Calif.) parried GOP assaults on Democrats' $825 billion stimulus package Thursday and refused to slow the bill down to give more time for Republican input. 'Yes, we wrote the bill. Yes we won the election, but that doesn't mean we don't want sustainability or Republican support,' Pelosi said." (Steven T. Dennis, "Pelosi Defends Democrats' Vetting Of Stimulus Plan," Roll Call, 1/22/09)
Democrats Rolled Over House Republicans And "Yielded No More Than Necessary" In The Senate To Pass The Stimulus Package. "In the case of the stimulus bill, Democrats used their solid majority to roll over House Republicans and yielded no more than necessary to garner three critical GOP votes in the Senate." (Janet Hook, "Bipartisanship Faces Stiff Test," Chicago Tribune, 2/16/09)
For President Obama, "Urgency Trumps Bipartisanship." "But with the economy in crisis and the stimulus his top priority, [President Obama] also made clear that urgency trumps bipartisanship." (Todd J. Gillman, "Selling The Stimulus Bill President Discovering That Bipartisanship Has Its Limits," The Dallas Morning News, 2/10/09)
THE ADMINISTRATION HAS FAILED ON TRANSPARENCY
President Obama Pledged Transparency And Openness Before Signing Legislation:
During The Campaign, President Obama Promised To Give The American Public 5 Days To Review Legislation Before Signing Any Bill. "Sunlight Before Signing: Too often bills are rushed through Congress and to the president before the public has the opportunity to review them. As president, Obama will not sign any non-emergency bill without giving the American public an opportunity to review and comment on the White House website for five days." (Obama For America Website, www.barackobama.com, Accessed 2/19/09)
But The Obama Administration Has Failed To Allow The Public 5 Days To Review Legislation It Has Signed:
According To The Nonpartisan PolitiFact, President Obama Did Not Provide 5 Days Before Signing His First Bill, The Lilly Ledbetter Fair Pay Act. "But the first bill Obama signed into law as president -- the Lilly Ledbetter Fair Pay Act -- got no such vetting. In fact, the Congressional Record shows that the law was passed in the Senate on Jan. 22, 2009, passed in the House on Jan. 27, and signed by the president on Jan. 29. So only two days passed between the bill's final passage and the signing." (Angie Drobnic Holan, "Obama Signs First Law Without Web Comment," St. Petersburg Times' "PolitiFact," www.politifact.com, 1/29/09)
President Obama's Second Bill Signing Occurred Hours After Passed By Congress. "For his second bill, Obama signed an expansion of the State Children's Health Insurance Program, which provides health coverage for low-income children. He signed it on Feb. 4, 2009, just hours after it was finalized in Congress." (Angie Drobnic Holan, "Still No 'Sunlight Before Signing,'" St. Petersburg Times' "PolitiFact," www.politifact.com, 2/4/09)

(Todd J.

Congress to Vote on 'Cap-and-Trade' Legislation by Summer
/PRNewswire/ -- Two weeks after President Obama challenged Congress to send him a bill that "places a market-based cap on carbon pollution and drives the production of more renewable energy," House and Senate leaders responded with an ambitious timetable for new "cap-and-trade" legislation, including a final Senate vote by the end of summer.
Under a cap-and-trade system a "price" for emitting pollution into the atmosphere is established but companies are able to freely trade their greenhouse gas emissions in an open market. Burning coal or natural gas to generate electric power becomes more expensive - and renewable sources of energy like wind and solar that much more competitive.
Rep. Henry Waxman (D-Calif.) chair of the Energy & Commerce Committee, said he intends to have a cap-and-trade bill ready by late June. Sen. Majority Leader Harry Reid (D-Nev.) promised comprehensive energy legislation including cap-and-trade laws will be put to a vote this August.
For wind power developers, cap-and-trade legislation is expected to lead to even faster growth in an industry already coming off its best year ever in 2008. Argus Research confirmed its buy rating on AES (NYSE:AES) . AES operates Buffalo Gap, one of the largest wind farms in Texas. Monday analysts at Argus stated AES "continues to have strong growth prospects."
CNBC guest analyst Francis Gaskins has a buy rating on NACEL Energy (OTC Bulletin Board: NCEN) which has four wind projects underway in Texas. Gaskins' research note indicated NACEL "represents a unique opportunity for investors interested in exposure to the sector," and puts a $4 valuation on the Company.
The imminent passage of cap-and-trade laws likely means more solar PV manufacturers will acquire or develop their own power projects. Monday First Solar (NASDAQ:FSLR) bought OptiSolar's pipeline of utility scale projects. Rival SunPower (NASDAQ:SPWRA) announced its own plans for new solar power projects in Florida and California last year. Following First Solar's purchase Lazard issued a buy on the Company and raised its target price to $145.

Libertarians Urge Obama to Veto Pork-Ridden Spending Bill
America’s third largest party urged President Barack Obama Tuesday to live up to his promise to “end politics as usual in Washington” and veto a $410 billion spending bill. The legislation includes 8,570 earmarks totaling $7.7 billion, a practice Obama pledged to end as part of his pitch to voters during the 2008 election.
“Republicans already broke their weeks-old promise to stand for fiscal responsibility by fighting to have their own wasteful earmarks included in the bill,” said Libertarian National Committee Communications Director Donny Ferguson. “Will Obama keep his promise to end earmarks by vetoing this bill, or will this be the latest in a long strong of broken Obama promises?”
The White House has indicated Obama will sign the bill, despite his earlier promises to oppose earmarking.
“Republicans are banding together to grab taxpayer cash and Obama is ignoring his own pledge to stop the practice. With Republicans and Democrats working together to continue wasteful spending it’s abundantly clear the Libertarian Party is the only party agreeing with the American people that earmarks must be abolished,” said Ferguson.

RNC: Wrong Prescription
The following was released today by the Republican National Committee:
Today, President Obama Will Make A Formal Announcement That President Obama Will Nominate Gov. Kathleen Sebelius (D-KS) For HHS Secretary:
Today, President Obama Will Announce Sebelius As His Secretary Of Health And Human Services. "Kansas Gov. Kathleen Sebelius yesterday accepted President Obama's request to become his secretary of health and human services, stepping into a central role in the new administration's ambitious effort to overhaul the nation's health-care system. ... A formal announcement of her nomination is scheduled for tomorrow." (Michael A. Fletcher and Ceci Connolly, "Governor Of Kansas Tapped To Lead HHS," The Washington Post, 3/1/09)
Democrats Have Already Announced Plans For Billions In New Taxes To Fund Health Care:
Last Week, President Obama Proposed A $634 Billion Reserve Fund For Health Care, That Experts Believe Will Cost At Least $1 Trillion. "President Obama is proposing to begin a vast expansion of the U.S. health-care system by creating a $634 billion reserve fund over the next decade, launching an overhaul that most experts project will ultimately cost at least $1 trillion. The 'reserve fund' in the budget proposal being released today is Obama's attempt to demonstrate how the country could extend health insurance to millions more Americans and at the same time begin to control escalating medical bills that threaten the solvency of families, businesses and the government." (Ceci Connolly, "Obama Proposes $634 Billion Fund For Health Care," The Washington Post, 2/26/09)
Democrats Plan To Pay For The Reserve Fund By Capping Tax Deductions, Amounting In A Tax Increase Of More Than $300 Billion. "About half the money for the new fund would come by capping itemized tax deductions for Americans in the top income bracket. The proposal, which administration officials characterize as a 'shared-responsibility issue,' would reduce the value of tax deductions for families earning more than $250,000 by about 20 percent, according to administration documents." (Ceci Connolly, "Obama Proposes $634 Billion Fund For Health Care," The Washington Post, 2/26/09)
SEBELIUS HAS A HISTORY OF "TWISTING ARMS" TO RAISE TAXES
Kansas Has A High Tax Burden:
Kansas Ranks In The Bottom Half Of States For State Business Tax Climate. "Kansas ranks 31st in the Tax Foundation's State Business Tax Climate Index. The Index compares the states in five areas of taxation that impact business: corporate taxes; individual income taxes; sales taxes; unemployment insurance taxes; and taxes on property, including residential and commercial property. The ranks of neighboring states were as follows: Nebraska (42nd), Missouri (16th), Oklahoma (18th), and Colorado (13th)." (The Tax Foundation Website, www.taxfoundation.org, Accessed 3/1/09)
Kansas Has The 13th Highest Property Tax Burden. The American Legislative Exchange Council ranks Kansas 38th among states' property tax burdens, with 1st being the lowest, and 50th being the highest. (Arthur B. Laffer and Stephen Moore, American Legislative Exchange Council, "Rich States Poor States: ALEC-Laffer State Economic Competitiveness Index," www.alec.org, 2007, p.71)
Sebelius' Solution To High Taxes Is To Raise More Taxes:
Sebelius Has Called For Hiking The State Sales Tax 8%, The Income Tax By 5%, And Property Tax 10%. "The governor proposes to: Increase the state's sales tax rate from 5.3 to 5.5 percent on July 1, to 5.6 percent in 2005 and to 5.7 percent in 2006. Impose a 5 percent surcharge on personal income taxes, with no expiration date specified. Raise the state's 20-mill property tax levy for schools to 21 mills in 2005 and to 22 mills in 2007." (Chris Moon, "Governor's Plan Would Raise Three Kinds Of Taxes," Topeka [KS] Capital-Journal, 2/26/04)
-- Her Plan Would Have Raised Over $600 Million In New Taxes. "[G]ov.
Kathleen Sebelius, a Democrat, would raise income, sales and property
taxes and spend $663 million more on public schools over the next
three years." (Jim Sullinger and John L. Petterson, "It's GOP's Turn
At School Finance," The Kansas City Star, 3/13/04)
Already This Year, Sebelius Has Come Out In Favor Of A $0.50 Per Pack Cigarette Tax Increase, Saying She'd Be "Twisting Arms" To Help Pass It. "Gov. Kathleen Sebelius [advocated] proposals that include a 50-cent per pack increase in the state cigarette tax. 'I will be campaigning for this, urging people to do it, twisting arms to do it,' Sebelius said." (Scott Rothschild, "Sebelius, Barnett Join Forces On Tobacco Tax," Lawrence [KS] Journal-World & News, 1/10/08)
SEBELIUS VETOED EFFORTS TO STOP EXCESSIVE LITIGATION FROM HARMING BUSINESSES AND HEALTH CARE
Litigation Is A Growing Problem For Kansas Businesses:
A 2005 Poll Found That 72% Of Kansas Business Leaders Believe Frivolous Lawsuits Drive Up Business Costs. "A recent Kansas Chamber of Commerce poll of the state's business owners and executives indicated that 72% of business leaders strongly believe that frivolous lawsuits drives up their costs of doing business." (The Attorney General Of Kansas, "Attorney General Kline, Insurance Commissioner Praeger Work To Ensure No 'Medical Liability Crisis,'" Press Release, 3/4/05)
Since Sebelius Took Office, Kansas Has Dropped Six Places In The U.S. Chamber Of Commerce Institute For Legal Reforms State Ranks. Since 2002, Kansas has dropped from rank four to rank ten, or six places. (Kansas Chamber Of Commerce, "Kansas Chamber Legal Institute," www.kansaschamber.org, 8/9/04; U.S. Chamber Of Commerce Website, Institute For Legal Reform, www.instituteforlegalreform.com, Accessed 3/1/09)
Sebelius Vetoed Efforts To Reduced Medical Liability Insurance Costs In A State Which Is "Showing Problem Signs":
The American Medical Association States Kansas Is "Showing Problem Signs," Due To Rising Medical Liability Rates. (Sherman Joyce, "Election Should Lead To Strong Legal Reform," The Wichita [KS] Eagle, 11/16/04)
But In 2007, Sebelius Vetoed Legislation, Making It Easier To Sue Physicians In Consumer Protection Cases. "Gov. Kathleen Sebelius ... vetoed a bill that she said would have exempted health care providers, including doctors, from the Kansas Consumer Protection Act. ... The Kansas Medical Society issued a statement saying it was 'very disappointed' in Sebelius' veto. ... Without the bill, they said, more litigation will occur and that would lead to higher malpractice premiums for health care providers, which will be passed on to consumers." (Scott Rothschild, "Sebelius Vetoes Bill Sought By Doctors," The [Lawrence, KS] Journal-World, 4/21/07)
SEBELIUS SUPPORTS BIG LABOR AND TRIAL LAWYERS OVER KANSAS WORKERS AND BUSINESSES
Sebelius: In Pocket Of Trial Lawyers:
Sebelius Was Executive Director Of Kansas Trial Lawyers Association From 1978-1986. ("Gubernatorial Candidates On Tuesday's Primary Ballot," The Associated Press, 8/2/02)
Sebelius: "Perhaps My Objectivity Has Been Seriously Compromised By My Trial Lawyers Employment, But The Premise That People Are Too Eager To Use The Courts Seems Hollow To Me." (Kathleen Sebelius, "And From The Director," Journal Of Kansas Trial Lawyers Association, Volume V, #1, p. 2, 2/81)
Sebelius Has Received At Least $898,707 From Lawyers & Lobbyists. (The Institute For Money In Politics, www.followthemoney.org, Accessed 1/22/08)
In Her 2006 And 2002 Races For Governor, Lawyers And Lobbyists Were The Top Economic Sector Contributing To Her Campaign. (The Institute For Money In Politics, www.followthemoney.org, Accessed 1/22/08)

RNC: Welcome Back Rosy, Have Democrats Traded One Form of Deception for Another in the Budget Process?
/PRNewswire-USNewswire/ -- The following was released today by the Republican National Committee:
At The Fiscal Responsibility Summit, President Obama Pledged To Introduce An Honest Budget That Is Free Of Gimmicks And Deception:
President Obama Pledged To Introduce A Budget That Is An Honest
Accounting Of The Financial Situation. President Obama: "And that's why the budget I will introduce later this week will look ahead 10 years and will include a full and honest accounting of the money we plan to spend and the deficits we will likely incur. To start reducing these deficits, I've committed to going through our budget line by line to root out waste and inefficiency, a process that Peter and our administration, our team, has already begun. And I'll soon be instructing each member of my cabinet to go through every item in their budgets as well." (President Barack Obama, Remarks To The Fiscal Responsibility Summit, Washington, DC, 2/23/09)
President Obama: "Our Budget Process In Washington Has Been An Exercise In Deception." President Obama: "We'll start by being honest with ourselves about the magnitude of our deficits. For too long, our budget process in Washington has been an exercise in deception, a series of accounting tricks to hide the extent of our spending and the shortfalls in our revenue and hope that the American people won't notice; budgeting certain expenditures for just one year, when we know we'll incur them every year for five or 10; budgeting zero dollars for the Iraq war - zero - for future years even when we knew the war would continue; budgeting no money for natural disasters, as if we would ever go 12 months without a single flood, fire, hurricane or earthquake." (President Barack Obama, Remarks To The Fiscal Responsibility Summit, Washington, DC, 2/23/09)
President Obama: "We do ourselves no favors by hiding the truth about what we spend. In order to address our fiscal crisis, we're going to have to be candid about its scope." (President Barack Obama, Remarks To The Fiscal Responsibility Summit, Washington, DC, 2/23/09)
The New Democrat Budget Has People Wondering If "Rosy Scenario" Is Back In Washington:
Private Economists Wonder If Democrats Have Brought "Rosy Scenario" Back To Washington. "The administration insists it isn't so, but some private economists are wondering if the Obama administration has brought 'Rosy Scenario' back to town." (Martin Crutsinger, "Economists Question Budget's Economic Assumptions," The Associated Press, 2/27/09)
Many Economists Say The Democrat Budget Uses "One Of The Oldest Gimmicks Around" By Relying On Overly Optimistic Economic Assumptions. "But many economists who examined the economic assumptions that undergird the spending plan believe that Obama may have resorted to one of the oldest gimmicks around - relying on overly optimistic economic assumptions to make it look like you are dealing with soaring budget deficits when in reality you are only closing the gap on paper." (Martin Crutsinger, "Economists Question Budget's Economic Assumptions," The Associated Press, 2/27/09)
In Order To Achieve The Deficit Cutting That Democrats Hope For, The Economy Would Have To Grow At Levels Similar To The Boom Of The 1990s. "The Obama budget puts the deficit at less than $600 billion starting in 2012 from $1.75 trillion this year. Getting to that point requires GDP to rise more than 4% a year by then -- meaning the U.S. would quickly return to growth rates similar to the boom years of the 1990s -- after the worst financial shock since the Great Depression. Such growth is more than a full percentage point above private-sector growth estimates for 2011 and 2012." (Sudeep Reddy, "Rosy Assumptions Hold Down Deficit," The Wall Street Journal, 2/27/09)
Economic Forecasts In The Democrat Budget Are Much Higher Than Private Forecasts:
The Economic Forecasts In The Democrat Budget Are "Far Higher" Than Many Private Analysts. "But the administration forecast is far higher than the projections for growth in the overall economy, as measured by the gross domestic product, of many private analysts." (Martin Crutsinger, "Economists Question Budget's Economic Assumptions," The Associated Press, 2/27/09)
Democrats Predict The GDP Will Grow By More Than 4 Percent In 2011, 2012, And 2013. "In its budget, the administration predicted that the overall economy, as measured by the gross domestic product, will shrink by 1.2 percent this year but will grow by a solid 3.2 percent in 2010. That growth would be followed by even stronger increases of 4 percent in 2011, 4.6 percent in 2012 and 4.2 percent in 2013." (Martin Crutsinger, "Economists Question Budget's Economic Assumptions," The Associated Press, 2/27/09)
Private Forecasters Agree That The GDP Will Not Grow As Much As The White House Forecasters Predict. "By contrast, the consensus of forecasters surveyed by Blue Chip Economic Indicators in February predicted that the GDP will fall by a larger 1.9 percent this year and then increase at weaker rates of 2.1 percent in 2010, 2.9 percent in 2011 and 2012 and 2.8 percent in 2013." (Martin Crutsinger, "Economists Question Budget's Economic Assumptions," The Associated Press, 2/27/09)
A Top White House Official Admitted That Budget Estimates Were More Optimistic Than Private Forecasts:
White House Economist Christina Romer Admitted That The Democrats' Economic Forecasts Are "Somewhat More Optimistic" Than Private Economists. "Speaking to reporters Thursday, White House economist Christina Romer called the projections an 'honest forecast' by the administration's professional forecasters. 'I'd reject the premise that we're noticeably rosier,' she said. 'We certainly are somewhat more optimistic, but certainly nothing out of the ballpark.'" (Sudeep Reddy, "Rosy Assumptions Hold Down Deficit," The Wall Street Journal, 2/27/09)
The Budget Relies On An Estimate That The Unemployment Rate Will Be 7.9 Percent In 2010, 1.6 Percent Lower Than Last Year's Most Accurate Forecasters:
The Obama Administration Anticipates The Unemployment Rate To Fall To 7.9 Percent In 2010. "Most Fed officials, who have repeatedly proven to be too hopeful about a recovery, see the unemployment rate between 8.5% and 8.8% in the fourth quarter of 2009 and around 8% to 8.3% in late 2010. The administration puts the 2010 annual average at 7.9%, even though Fed officials and most private forecasters expect joblessness to remain well above 8% - and in some cases closer to 9% - through much of the year." (Sudeep Reddy, "Rosy Assumptions Hold Down Deficit," The Wall Street Journal, 2/27/09)
Economists At Goldman Sachs Estimate The Unemployment Rate To Be 9.5 Percent In 2010. "Goldman Sachs economists, whose forecasts were among the most accurate last year, expect the unemployment rate to be at 9.5% by late 2010." (Sudeep Reddy, "Rosy Assumptions Hold Down Deficit," The Wall Street Journal, 2/27/09)

Boehner Statement on President Obama’s FY 2010 Budget
House Republican Leader John Boehner (R-OH) today released the following statement on President Obama’s FY 2010 budget blueprint:
“Republicans want to work with the President and Democrats in Congress on a responsible budget that helps our economy recover without piling more debt on future generations. But this budget makes clear that the era of big government is back, and Democrats want you to pay for it. Middle-class families and small businesses are making sacrifices when it comes to their own budget, and it’s time for Washington to do the same. Instead, this budget taxes, spends, and borrows its way toward a bigger, more costly federal government at the expense of small businesses, family farms, middle-class families, retirees, every American who owns a 401(k), and anyone who flips on a light switch.”
BOEHNER ON INCREASING TAXES DURING A RECESSION:
“Increasing taxes during a recession would be disastrous for the economy. Herbert Hoover tried it, and we all know where that led. While some may spin this as higher taxes for ‘the rich,’ the fact is, it will hit everyone – from small businesses and family farms to retirees and anyone who turns on a light switch. It will also deliver a sharp blow to charities at a time when they are hurting during the economic downturn. This will kill more American jobs and lead to an even longer, deeper recession.”
BOEHNER ON THE BUDGET’S RECORD $1.75 TRILLION DEFICIT:
“We simply cannot afford to mortgage our children and grandchildren’s future to pay for this big government spending spree. While the White House talks about a deficit it ‘inherited,’ the fact is, this budget takes credit for a decline in the deficit that will happen anyway. How much of the deficit damage ‘inherited’ by the White House has been done in the past month? More than $1 trillion, and raising taxes during a recession is no way to pay for this spending spree.”
BOEHNER ON THE MASSIVE TAX HIKE TO CREATE NEW HEALTH CARE “RESERVE FUND”:
“Republicans and Democrats need to work together to expand access to quality, affordable health care for all Americans, but increasing taxes during an economic recession, especially on small businesses, is not a responsible way to accomplish this goal.”
BOEHNER ON THE “CAP AND TRADE” TAX INCREASE ON ENERGY CONSUMERS:
“‘Cap-and-trade’ is code for increasing taxes, killing American jobs, and raising energy costs for consumers. Middle-class families are struggling during this recession, and the last thing they need is even higher costs of living and weaker job security, which is exactly what ‘cap-and-trade’ would deliver.”

Democratic National Committee: Gov. Tim Kaine's Statement on President Obama's Address to the Joint Session of Congress
/PRNewswire-USNewswire/ -- Governor Tim Kaine, Chairman of the Democratic National Committee, issued the following statement after President Obama's address to the Joint Session of Congress last night:
"As President Obama made clear tonight, there is still a lot of work to do to get our country back on track. But better days do lie ahead. In his short time in office, President Obama has already offered a comprehensive approach to get our economy moving again now and in the future. With the help of the Democratic Congress, he implemented a responsible economic recovery package that will help millions of Americans get back to work and provides meaningful tax relief for 95 percent of working families. He has proposed common-sense solutions to tackling the housing, banking, and financial crises.
"In the weeks and months ahead, we face many more difficult choices. We must reform the health care system, put our country on the path to energy independence, modernize our education system, and cut our deficit spending. And we must commit to a government that is honest, transparent and accountable to the American people.
"These goals are interrelated, and all must be accomplished to transform our country for the long-term. This is what the American people elected President Obama to do, and I have full confidence that he will make the investments and choices necessary to put us on the path to fiscal responsibility and keep the American Dream alive."

Excerpts of Address by President Obama to the Joint Session of Congress
/PRNewswire-USNewswire/ -- Following are excerpts of President Obama's address to the joint session of Congress:
"While our economy may be weakened and our confidence shaken; though we are living through difficult and uncertain times, tonight I want every American to know this: We will rebuild, we will recover, and the United States of America will emerge stronger than before.
"The weight of this crisis will not determine the destiny of this nation. The answers to our problems don't lie beyond our reach. They exist in our laboratories and universities; in our fields and our factories; in the imaginations of our entrepreneurs and the pride of the hardest-working people on Earth. Those qualities that have made America the greatest force of progress and prosperity in human history we still possess in ample measure. What is required now is for this country to pull together, confront boldly the challenges we face, and take responsibility for our future once more.
"We have lived through an era where too often, short-term gains were prized over long-term prosperity; where we failed to look beyond the next payment, the next quarter, or the next election. A surplus became an excuse to transfer wealth to the wealthy instead of an opportunity to invest in our future. Regulations were gutted for the sake of a quick profit at the expense of a healthy market. People bought homes they knew they couldn't afford from banks and lenders who pushed those bad loans anyway. And all the while, critical debates and difficult decisions were put off for some other time on some other day.
"Well that day of reckoning has arrived, and the time to take charge of our future is here.
"Now is the time to act boldly and wisely - to not only revive this economy, but to build a new foundation for lasting prosperity. Now is the time to jumpstart job creation, re-start lending, and invest in areas like energy, health care, and education that will grow our economy, even as we make hard choices to bring our deficit down. That is what my economic agenda is designed to do, and that's what I'd like to talk to you about tonight.
"The recovery plan and the financial stability plan are the immediate steps we're taking to revive our economy in the short-term. But the only way to fully restore America's economic strength is to make the long-term investments that will lead to new jobs, new industries, and a renewed ability to compete with the rest of the world. The only way this century will be another American century is if we confront at last the price of our dependence on oil and the high cost of health care; the schools that aren't preparing our children and the mountain of debt they stand to inherit. That is our responsibility.
"In the next few days, I will submit a budget to Congress. So often, we have come to view these documents as simply numbers on a page or laundry lists of programs. I see this document differently. I see it as a vision for America - as a blueprint for our future.
"My budget does not attempt to solve every problem or address every issue. It reflects the stark reality of what we've inherited - a trillion dollar deficit, a financial crisis, and a costly recession.
"Given these realities, everyone in this chamber - Democrats and Republicans - will have to sacrifice some worthy priorities for which there are no dollars. And that includes me.
"But that does not mean we can afford to ignore our long-term challenges. I reject the view that says our problems will simply take care of themselves; that says government has no role in laying the foundation for our common prosperity.
"Yesterday, I held a fiscal summit where I pledged to cut the deficit in half by the end of my first term in office. My administration has also begun to go line by line through the federal budget in order to eliminate wasteful and ineffective programs. As you can imagine, this is a process that will take some time. But we're starting with the biggest lines. We have already identified two trillion dollars in savings over the next decade.
"In this budget, we will end education programs that don't work and end direct payments to large agribusinesses that don't need them. We'll eliminate the no-bid contracts that have wasted billions in Iraq, and reform our defense budget so that we're not paying for Cold War-era weapons systems we don't use. We will root out the waste, fraud, and abuse in our Medicare program that doesn't make our seniors any healthier, and we will restore a sense of fairness and balance to our tax code by finally ending the tax breaks for corporations that ship our jobs overseas.
"I know that we haven't agreed on every issue thus far, and there are surely times in the future when we will part ways. But I also know that every American who is sitting here tonight loves this country and wants it to succeed. That must be the starting point for every debate we have in the coming months, and where we return after those debates are done. That is the foundation on which the American people expect us to build common ground.
"But in my life, I have also learned that hope is found in unlikely places; that inspiration often comes not from those with the most power or celebrity, but from the dreams and aspirations of Americans who are anything but ordinary.
"I think about Leonard Abess, the bank president from Miami who reportedly cashed out of his company, took a $60 million bonus, and gave it out to all 399 people who worked for him, plus another 72 who used to work for him. He didn't tell anyone, but when the local newspaper found out, he simply said, 'I knew some of these people since I was 7 years old. I didn't feel right getting the money myself.'
"I think about Greensburg, Kansas, a town that was completely destroyed by a tornado, but is being rebuilt by its residents as a global example of how clean energy can power an entire community - how it can bring jobs and businesses to a place where piles of bricks and rubble once lay. 'The tragedy was terrible,' said one of the men who helped them rebuild. '"But the folks here know that it also provided an incredible opportunity.'
"And I think about Ty'Sheoma Bethea, the young girl from that school I visited in Dillon, South Carolina - a place where the ceilings leak, the paint peels off the walls, and they have to stop teaching six times a day because the train barrels by their classroom. She has been told that her school is hopeless, but the other day after class she went to the public library and typed up a letter to the people sitting in this room. She even asked her principal for the money to buy a stamp. The letter asks us for help, and says, 'We are just students trying to become lawyers, doctors, congressmen like yourself and one day president, so we can make a change to not just the state of South Carolina but also the world. We are not quitters.'"

Governor Bobby Jindal's Republican Address: 'Americans Can Do Anything'
/PRNewswire-USNewswire/ -- The Republican National Committee (RNC) released the full Republican address entitled "Americans Can Do Anything," that Louisiana Governor Bobby Jindal delivered immediately following President Barack Obama's address to a joint session of Congress:
"Good evening. I'm Bobby Jindal, Governor of Louisiana.
Tonight, we witnessed a great moment in the history of our Republic. In the very chamber where Congress once voted to abolish slavery, our first African-American President stepped forward to address the state of our union. With his speech tonight, the President completed a redemptive journey that took our nation from Independence Hall...to Gettysburg...to the lunch counter... and now, finally, the Oval Office.
Regardless of party, all Americans are moved by the President's personal story - the son of an American mother and a Kenyan father, who grew up to become leader of the free world. Like the President's father, my parents came to this country from a distant land. When they arrived in Baton Rouge, my mother was already 4 1/2 months pregnant. I was what folks in the insurance industry now call a 'pre-existing condition.' To find work, my dad picked up the yellow pages and started calling local businesses. Even after landing a job, he could still not afford to pay for my delivery - so he worked out an installment plan with the doctor. Fortunately for me, he never missed a payment.
As I grew up, my mom and dad taught me the values that attracted them to this country - and they instilled in me an immigrant's wonder at the greatness of America. As a child, I remember going to the grocery store with my dad. Growing up in India, he had seen extreme poverty. And as we walked through the aisles, looking at the endless variety on the shelves, he would tell me: 'Bobby, Americans can do anything.' I still believe that to this day. Americans can do anything. When we pull together, there is no challenge we cannot overcome.
As the President made clear this evening, we are now in a time of challenge. Many of you listening tonight have lost jobs. Others have seen your college and retirement savings dwindle. Many of you are worried about losing your health care and your homes. And you are looking to your elected leaders in Washington for solutions.
Republicans are ready to work with the new President to provide those solutions. Here in my state of Louisiana, we don't care what party you belong to if you have good ideas to make life better for our people. We need more of that attitude from both Democrats and Republicans in our nation's capital. All of us want our economy to recover and our nation to prosper. So where we agree, Republicans must be the President's strongest partners. And where we disagree, Republicans have a responsibility to be candid and offer better ideas for a path forward.
Today in Washington, some are promising that government will rescue us from the economic storms raging all around us.
Those of us who lived through Hurricane Katrina, we have our doubts.
Let me tell you a story.
During Katrina, I visited Sheriff Harry Lee, a Democrat and a good friend of mine. When I walked into his makeshift office I'd never seen him so angry. He was yelling into the phone: 'Well, I'm the Sheriff and if you don't like it you can come and arrest me!' I asked him: 'Sheriff, what's got you so mad?' He told me that he had put out a call for volunteers to come with their boats to rescue people who were trapped on their rooftops by the floodwaters. The boats were all lined up ready to go - when some bureaucrat showed up and told them they couldn't go out on the water unless they had proof of insurance and registration. I told him, 'Sheriff, that's ridiculous.' And before I knew it, he was yelling into the phone: 'Congressman Jindal is here, and he says you can come and arrest him too!' Harry just told the boaters to ignore the bureaucrats and start rescuing people.
There is a lesson in this experience: The strength of America is not found in our government. It is found in the compassionate hearts and enterprising spirit of our citizens. We are grateful for the support we have received from across the nation for the ongoing recovery efforts. This spirit got Louisiana through the hurricanes - and this spirit will get our nation through the storms we face today.
To solve our current problems, Washington must lead. But the way to lead is not to raise taxes and put more money and power in hands of Washington politicians. The way to lead is by empowering you - the American people. Because we believe that Americans can do anything.
That is why Republicans put forward plans to create jobs by lowering income tax rates for working families...cutting taxes for small businesses ...strengthening incentives for businesses to invest in new equipment and hire new workers...and stabilizing home values by creating a new tax credit for home-buyers. These plans would cost less and create more jobs.
But Democratic leaders in Congress rejected this approach. Instead of trusting us to make wise decisions with our own money, they passed the largest government spending bill in history - with a price tag of more than $1 trillion with interest. While some of the projects in the bill make sense, their legislation is larded with wasteful spending. It includes $300 million to buy new cars for the government, $8 billion for high-speed rail projects, such as a 'magnetic levitation' line from Las Vegas to Disneyland, and $140 million for something called 'volcano monitoring.' Instead of monitoring volcanoes, what Congress should be monitoring is the eruption of spending in Washington, DC.
Democratic leaders say their legislation will grow the economy. What it will do is grow the government, increase our taxes down the line, and saddle future generations with debt. Who among us would ask our children for a loan, so we could spend money we do not have, on things we do not need? That is precisely what the Democrats in Congress just did. It's irresponsible. And it's no way to strengthen our economy, create jobs, or build a prosperous future for our children.
In Louisiana, we took a different approach. Since I became governor, we cut more than 250 earmarks from our state budget. And to create jobs for our citizens, we cut taxes six times - including the largest income tax cut in the history of our state. We passed those tax cuts with bipartisan majorities. Republicans and Democrats put aside their differences, and worked together to make sure our people could keep more of what they earn. If it can be done in Baton Rouge, surely it can be done in Washington, DC.
To strengthen our economy, we need urgent action to keep energy prices down. All of us remember what it felt like to pay $4 at the pump - and unless we act now, those prices will return. To stop that from happening, we need to increase conservation...increase energy efficiency...increase the use of alternative and renewable fuels...increase our use of nuclear power - and increase drilling for oil and gas here at home. We believe that Americans can do anything - and if we unleash the innovative spirit of our citizens, we can achieve energy independence.
To strengthen our economy, we also need to address the crisis in health care. Republicans believe in a simple principle: No American should have to worry about losing their health coverage - period. We stand for universal access to affordable health care coverage. We oppose universal government-run health care. Health care decisions should be made by doctors and patients - not by government bureaucrats. We believe Americans can do anything - and if we put aside partisan politics and work together, we can make our system of private medicine affordable and accessible for every one of our citizens.
To strengthen our economy, we also need to make sure every child in America gets the best possible education. After Katrina, we reinvented the New Orleans school system - opening dozens of new charter schools, and creating a new scholarship program that is giving parents the chance to send their children to private or parochial schools of their choice. We believe that, with the proper education, the children of America can do anything. And it should not take a devastating storm to bring this kind of innovation to education in our country.
To strengthen our economy, we must promote confidence in America by ensuring ours is the most ethical and transparent system in the world. In my home state, there used to be saying: At any given time, half of Louisiana is under water - and the other half is under indictment. No one says that anymore. Last year, we passed some of the strongest ethics laws in the nation - and today, Louisiana has turned her back on the corruption of the past. We need to bring transparency to Washington, DC- so we can rid our Capitol of corruption...and ensure we never see the passage of another trillion dollar spending bill that Congress has not even read and the American people haven't even seen.
As we take these steps, we must remember for all our troubles at home, dangerous enemies still seek our destruction. Now is no time to dismantle the defenses that have protected this country for hundreds of years, or make deep cuts in funding for our troops. America's fighting men and women can do anything. And if we give them the resources they need, they will stay on the offensive...defeat our enemies...and protect us from harm.
In all these areas, Republicans want to work with President Obama. We appreciate his message of hope - but sometimes it seems we look for hope in different places. Democratic leaders in Washingto nplace their hope in the federal government. We place our hope in you - the American people. In the end, it comes down to an honest and fundamental disagreement about the proper role of government. We oppose the National Democrats' view that says the way to strengthen our country is to increase dependence on government. We believe the way to strengthen our country is to restrain spending in Washington, and empower individuals and small businesses to grow our economy and create jobs.
In recent years, these distinctions in philosophy became less clear - because our party got away from its principles. You elected Republicans to champion limited government, fiscal discipline, and personal responsibility. Instead, Republicans went along with earmarks and big government spending in Washington. Republicans lost your trust - and rightly so.
Tonight, on behalf of our leaders in Congress and my fellow Republican governors, I say: Our party is determined to regain your trust. We will do so by standing up for the principles that we share...the principles you elected us to fight for...the principles that built this into the greatest, most prosperous country on earth.
A few weeks ago, the President warned that our nation is facing a crisis that he said 'we may not be able to reverse.' Our troubles are real, to be sure. But don't let anyone tell you that we cannot recover - or that America's best days are behind her. This is the nation that cast off the scourge of slavery...overcame the Great Depression...prevailed in two World Wars...won the struggle for civil rights...defeated the Soviet menace...and responded with determined courage to the attacks of September 11, 2001. The American spirit has triumphed over almost every form of adversity known to man - and the American spirit will triumph again.
We can have confidence in our future - because, amid today's challenges, we also count many blessings: We have the most innovative citizens...the most abundant resources...the most resilient economy...the most powerful military...and the freest political system in the history of the world. My fellow citizens, never forget: We are Americans. And like my dad said years ago, Americans can do anything.
Thank you for listening. God bless you. And God bless America."

Democratic National Committee: The Reviews are in: President Obama's 'Hopeful' and 'Uplifting' Speech 'Will Really Galvanize' People
/PRNewswire-USNewswire/ -- Tonight, President Obama laid out his comprehensive vision for addressing the challenges our nation faces, from the economy to energy independence to health care reform, education, and laying the foundation for long-term growth in the 21st Century. As he addressed those challenges, he reminded Americans of the boldness and courage our nation must now summon as we have throughout our history saying, "We will rebuild, we will recover, and the United States of America will emerge stronger than before."

He linked his banking rescue proposal to the ability of a 'young family' to 'finally buy a home.' And he acknowledged populist anger at the prospect of more Wall Street bailouts, vowing to crack down on CEO bonuses and conduct tough oversight of the hundreds of billions of dollars already pledged to address the economic crisis." MSNBC's Rachel Maddow: Speech Received High Rankings from McCain and Obama Voters in Focus Groups. Maddow noted that both McCain and Obama voters on MSNBC's audience reaction "stayed up at the top the entire speech essentially." [MSNBC, Coverage of Presidential Address, 2/24/09]
CNN's Anderson Cooper: Calls President's Address "Highly Ambitious." "President Obama just finished his first address to a joint session of congress -- highly ambitious, mixing policy, pep talk, progress report on the economy. Saying America's best days are ahead of it..." [CNN, Anderson Cooper 360, 2/24/09]
Washington Post: "A Note of Hope at a Time of Crisis." "Five weeks into an administration already marked by dramatic highs and lows, President Obama sounded a note of hope at a time of crisis tonight, delivering an address to a joint session of Congress heavily focused on the ailing economy and how to fix it. Offering the prospect of a brighter future after weeks of grim rhetoric, Obama sought to put a human face on complex policy proposals. He linked his banking rescue proposal to the ability of a 'young family' to 'finally buy a home.' And he acknowledged populist anger at the prospect of more Wall Street bailouts, vowing to crack down on CEO bonuses and conduct tough oversight of the hundreds of billions of dollars already pledged to address the economic crisis." Blunt Response to President Obama's Address
/PRNewswire-USNewswire/ -- Missouri Congressman Roy Blunt last night issued the following statement after President Barack Obama's first address to Congress:
"President Obama's first address was a historic milestone for our nation and his presidency.
"I couldn't agree more with his assessment that while our country is facing great challenges, we also have the opportunity for great successes. On the issue of health care, President Obama and I share the common goal of creating a system that is more affordable and more available to all Americans. I have and will continue to reach out to his Administration in my role as chairman of the House health care task force. The solution is not a government-run system that would ration our health care options but a plan that puts Americans in control by focusing on the patient-doctor relationship.
"President Obama also renewed his desire to cut the deficit in half by the end of his term. This is a worthy goal, but one that is at odds with the massive spending package he signed into law last week and at odds with the omnibus - or ominous - spending package the House will consider this week.
"But more important than anything President Obama says tonight is what the budget he unveils will look like. Tax hikes during a recession or budget gimmicks are not the answers our nation needs. American families are making tough decisions and exercising real fiscal responsibility. The government must exercise that same level of discipline and there is no better time to start than right now."
