/PRNewswire/ --The House of Representatives cleared a "bridge" appropriations measure early this morning that is expected to give negotiators time to write legislation that would fund the government through Sept. 30, after announcing an agreement on the larger package. The package bans taxpayer funding of abortion in the District of Columbia but continues to provide taxpayer subsidies to abortion giant Planned Parenthood.
Family Research Council Action President Tony Perkins made the following comments:
"We are pleased that negotiators have agreed to reinstate the long-standing law against taxpayer funding of abortion in the District of Columbia, but abortion giant Planned Parenthood will continue to receive hundreds of millions in taxpayer dollars in spite of its record of abusing innocent young victims and willingly covering up the horrors of sex trafficking.
"Contrary to assertions made by Senate Majority Leader Harry Reid and Senate Democrats, no family planning funds were ever threatened during this most recent budget debate. The proposed language simply says that if you provide abortions you can't get federal monies. In troubled economic times, taxpayers should not be subsidizing organizations that perform abortions. The money would much better serve recipients who do not have abortion as their central 'product.'
"We will continue to press Congress to adopt a 2012 budget that reflects the beliefs of most Americans who may disagree over abortion but broadly agree that they do not want their hard earned money going to abortion organizations.
"Our elected leaders should not be at a loss of words when it comes to protecting mothers and their unborn children from the horrific practice of abortion. We urge Congressional leaders to move forward with hearings to further expose and stop taxpayer funding of an organization that has been complicit in statutory rape cases, mishandled funds, and accepted donations for abortions with offensive racial overtones."

Libertarians praise Congress on April Fool's Day
The Libertarian Party congratulates Congress for passing a budget that makes serious cuts in federal government spending, including the following:
1. Eliminating Department of Education programs, saving taxpayers more than $40 billion each year.
2. Getting rid of farm subsidies, saving over $20 billion each year.
3. Ending the wars in Iraq and Afghanistan, as well as many other overseas deployments, saving over $100 billion annually.
4. Eliminating programs and subsidies in the Department of Transportation, saving about $80 billion annually.
5. Terminating federal housing subsidies, saving about $45 billion each year.
6. Giving overpaid federal employees a 10% cut in compensation, saving $30 billion annually.
7. Throwing out federal energy subsidies, saving $20 billion annually.
8. Reducing and reforming Medicare and Medicaid, saving about $100 billion a year for the next ten years.
9. Ending the federal War on Drugs, saving $15 billion annually.
10. Phasing out mandatory Social Security, and reducing the rate of benefit growth to save $40 billion a year by 2020.
"April Fool's!" cried Libertarian Party Executive Director Wes Benedict. "Congress hasn't done any of those things. Congress is causing the federal government to keep growing rapidly. And don't be fooled by the recent hype about Republican proposals for 'cuts.' Those 'cuts' are so small and so peripheral, that even if they pass, they won't have any effect on the fiscal catastrophe facing our children and grandchildren. Republicans and Democrats continue to link arms and keep our federal government huge and growing."
Benedict continued, "We got that list of items from a Cato Institute advertisement that ran in several major news outlets today. Of course, we wish Congress would cut all those things, but we know Republicans and Democrats won't do it."
The Libertarian Party platform calls for major reductions in the size and scope of government.

Mayors, Martin Luther King III and Family Members of Gun Violence Victims Urge Congress to Fulfill Intent of Historic 1968 Gun Law and Fix Nation's Broken Background Check System
/PRNewswire/ -- The bi-partisan coalition of Mayors Against Illegal Guns, led by New York City Mayor Michael R. Bloomberg and Boston Mayor Thomas M. Menino, was joined by Martin Luther King III and dozens of survivors and family members of gun violence victims to launch a national campaign urging Congress to take two simple but critical steps to fix our nation's broken background check system: 1) fulfill the letter of the historic 1968 gun law and ensure that all names of people prohibited from buying a gun are in the background check system; and 2) fulfill the intent of the historic 1968 gun law by subjecting every gun sale to a background check.
"The time has clearly come to finally fulfill the intent of the common sense gun law passed after the 1968 assassinations of Martin Luther King, Jr. and Bobby Kennedy, by creating a loophole-free background check system for the sale of firearms," said Mayor Bloomberg. "Every day, 34 Americans are murdered with guns – and most of them are purchased or possessed illegally."
"There are those who fail to truly read the 2nd amendment," said Mayor Menino. "They ignore the need for a common sense approach to guns in our communities. The best way to respond to the heinous acts of violence we have seen in our nation's history is to prevent them from ever happening again. Lax screening in response to these tragic shootings is no virtue."
"For decades we have tolerated senseless gun violence, which has struck down too many of our fellow citizens, particularly our young people," said Martin Luther King III, President and CEO of the King Center. "If we want to create a nonviolent society, we must enforce our public safety laws to keep the angry and dangerous few from destroying the peace and harmony of the many. I wholeheartedly join Mayor Bloomberg in calling on the President and Congress to finally deliver on the long unfilled promise to make sure that every gun buyer passes a background check. It is unconscionable to do anything less."
"President Kennedy and Senator Robert Kennedy, my uncle and my father, dedicated their lives to serving their country," said Kathleen Kennedy Townsend, former Lieutenant Governor of Maryland and eldest child of Robert F. Kennedy. "But because of assassins armed with guns, they both made the ultimate sacrifice, and their lives of service were cut short. The 34 Americans whose lives are cut short by a gun each day may not be presidents or senators, but each life is a future cut short, a life of accomplishments left undone, and a family torn apart. We owe a duty to each victim to make their life, and their sacrifice, a part of the national movement to fix our gun background check system so it is thorough, complete and comprehensive."
"We've learned from recent shootings that it is vital that the federal gun background check system have accurate and complete information on people prohibited from possessing firearms," said former Attorney General Michael Mukasey. "President Bush supported and Congress passed a piece of the necessary reform in 2007 after Virginia Tech, and it has had a significant impact by more than tripling the number of mental health records in the system. But it is clear, particularly after Tucson, that it was just one step on a longer path toward the effective and comprehensive background check system we need. I applaud America's mayors for their efforts to build a better system."
"As Governor of Vermont, I received an A-rating from the NRA and I strongly support the right of law-abiding Americans to own a gun," said Howard Dean. "I also believe with equal strength that felons, drug abusers, and the mentally ill have no right to guns. In fact, that's been the law in our country for 43 years since the assassinations of Martin Luther King and Robert F. Kennedy. What we need now is a background check system that works to enforce the law – one that ensures that every record is in the system that belongs there and that every gun buyer goes through a background check. I stand with America's mayors in their effort to make the system work."
Historic 1968 Legislation
In 1968, after the assassinations of Rev. Martin Luther King, Jr. and Senator Robert F. Kennedy, Congress, at the urging of President Johnson, passed a law establishing the common-sense concept that certain categories of people including convicted felons, the mentally ill, and known drug abusers should not be allowed to possess or purchase guns.
Because no system was created for actually translating its intent into reality, the effectiveness of the 1968 act was undermined. It was not until 1993, when President Clinton signed the Brady Bill, that a national instant background check system, designed to prevent mentally unbalanced people from obtaining firearms, was created to help enforce the 1968 law.
It has become clear that the Brady Bill was not enough to fulfill the intent of the historic 1968 gun law. The Columbine High School shooters used guns that were purchased without a background check at a gun show. The Virginia Tech shooter passed a background check when he should have failed it due to his record of mental health problems.
In April 2007, after the Virginia Tech massacre which claimed the lives of 32 people, Congress passed the NICS Improvement Act to submit all the required records into the background check system. Congress has failed to provide enough funding to support these efforts. In FY 2010, Congress allocated $20 million to support state initiatives to submit records to the background check system, only 5% of the $375 million authorized by the NICS Improvement Act.
Millions of records of individuals who are prohibited by law from buying guns are still missing from the database. Ten states have not submitted any mental health records to NICS and 18 states have submitted fewer than 100 mental health records.
Two Simple Ideas
Mayors Against Illegal Guns, a bipartisan coalition of more than 550 mayors, proposes that the U.S. fulfill the intent of the 1968 law by fixing the broken background check system.
First, the system should contain all the records of felony convictions, domestic violence incidents, drug history, and determinations of mental illness that would prevent those categories of troubled people from buying guns. The new Congress should set a goal of getting this job finished within three years.
Second, Congress should subject every gun sale to a background check by closing the loopholes that permit guns to be sold without them. Licensed gun dealers are covered by the Brady Bill. But "occasional sellers," for example those that sell firearms at gun shows, through classified ads or even on the internet, do not have to conduct background checks. The only way to prevent guns from falling into the hands of violent criminals, the mentally unstable, and other already prohibited dangerous persons is through a comprehensive national background check system with no loopholes. Reasonable exceptions would include, for example, transfers of guns within families, or by wills, or to people who have a valid state-issued gun permit issued within the last five years that meets or exceeds the Federal background check standard.
The Mayor and Martin Luther King III were joined by a number of survivors and family members of gun violence victims to call attention to the fact that 34 people in the United States lose their lives to gun violence every day. Among them were: Tom Mauser, father of Daniel Mauser, a victim of the 1999 Columbine High School tragedy; Omar and Randa Samaha, whose sister was shot and killed at Virginia Tech in 2007; Lynnette Alameddine, whose son was killed at Virginia Tech in 2007; Lori Haas, whose daughter survived 2 gun shots in the back of the head at Virginia Tech; and Jeannette Richardson, whose son was killed in the front yard of her home in Virginia in 2003; Toby Hoover, whose husband, Dale Stone, was shot in 1973 in Ohio; Sally Sheasby, whose son was shot and killed in Ohio in 2005; Deborah Sohovich, whose son was shot and killed in Columbus, Ohio; Rebecca Pryor, whose friend was shot and killed in Pennsylvania; Rev. Donald and Kim Odom, parents of Steven Odom who was shot and killed in 2007; and Bryan Miller, brother of Mike Miller, an FBI agent who was shot and killed in 1994 and director of public advocacy for Heeding God's Call.
New York City area family members and survivors include: Steven and Patty McDonald, Steven is a NYPD police officer who was shot in the line of duty, his wife, Patty McDonald, is the Mayor of Malverne, NY; Vada Vasquez, a student at Bronx Latin High School who was shot as she walked home from school in 2009; Tatyana Timoshenko, mother of Russel Timoshenko, an NYPD officer who was shot and killed in 2007; Kenny McLaughlin, a teacher at Grand Street Campus High School in Brooklyn, who was shot during a 1996 mugging in Brooklyn; Arlene and Jack Locicero, parents of Amy Locicero Federici, who was shot and killed in the 1993 Long Island Rail Road massacre; Gloria Cruz, whose 10-year niece was shot and killed, and established the Bronx chapter of New Yorkers Against Gun Violence; Devorah Halberstam , whose son was murdered in 1994 in a terrorist attack on the Brooklyn Bridge; and Shaina Harrison, whose cousin was shot and killed in 2009 and is working with New Yorkers Against Gun Violence.
Also, joining the group was Rev. James Coen, Pastor of the Oak Ridge Presbyterian Church, where Phyllis Schneck, one of the Tucson victims was an active member.

Mayors Against Illegal Guns today launched a new online advocacy campaign, www.fixgunchecks.org to call attention to the glaring problems in our nation's gun background check system, and allow citizens to join a movement to fix it.
Poll Finds Strong Support for Common Sense Improvements
The week after the Tucson shooting Mayors Against Illegal Guns released the results of a poll conducted jointly by Momentum Analysis, a polling firm with Democratic clients, and American Viewpoint, a polling firm with Republican clients. The poll reveals that Americans and gun owners strongly support a sensible approach to gun laws that protects the Second Amendment rights of law-abiding Americans while also keeping criminals and other dangerous people from accessing firearms.
The poll of over 1,000 registered voters was conducted the week after the Tucson shooting. According to the poll, 90 percent of Americans and 90 percent of gun owners support fixing gaps in government databases that are meant to prevent the mentally ill, drug abusers and others from buying guns. Also according to the poll, 86 percent of Americans and 81 percent of gun owners support requiring all gun buyers to pass a background check, no matter where they buy the gun and no matter who they buy it from.

Pelosi Statement on Passage of the Physician Payment and Therapy Relief Act
/PRNewswire/ -- Speaker Nancy Pelosi issued the following statement today after the House passed bipartisan legislation blocking the 23 percent cut in Medicare payments to doctors, scheduled for December 1, for one month, while a longer-term fix is negotiated. The Senate passed the bill on November 18, and it now goes to President Obama for his signature into law:
"Today, the House of Representatives acted to ensure that America's seniors and military families can continue receiving the care they need and deserve from their doctors. This fully paid-for legislation provides doctors with the stability and support to continue providing vital services to all of their patients in the Medicare and TRICARE systems for the next month, while leaders from both parties work together on a longer-term solution before we adjourn.
"In taking this vote, Members of Congress have taken a clear stand on the side of seniors, service members, and the physicians and medical professionals who treat them."

Pelosi Announces Run For House Democratic Leader
/PRNewswire/ -- Speaker Nancy Pelosi released the following letter to her Democratic colleagues Friday afternoon announcing that she will run to become House Democratic Leader in the next Congress.
Excerpt from her letter to Democratic colleagues:
"Our work is far from finished. As a result of Tuesday's election, the role of Democrats in the 112th Congress will change, but our commitment to serving the American people will not. We have no intention of allowing our great achievements to be rolled back. It is my hope that we can work in a bipartisan way to create jobs and strengthen the middle class.
"Many of our colleagues have called with their recommendations on how to continue our fight for the middle class, and have encouraged me to run for House Democratic Leader. Based on those discussions, and driven by the urgency of protecting health care reform, Wall Street reform, and Social Security and Medicare, I have decided to run."

Below is the full text of the letter:
November 5, 2010
Over the past several days, I have spoken with many Democratic colleagues about how to continue our fight for to make our country more secure and strengthen the middle class, create jobs, protect Social Security and Medicare, and promote the innovation, technology and education to make America Number One in the world. As always, I am inspired by the fighting spirit of our Democratic Members.
As you know, Democrats have produced historic legislation in the area of health care, veterans' benefits, women's rights, Wall Street reform, and cutting taxes for 95 percent of the American people and millions of small businesses. And we have restored fiscal discipline to the Congress by making the deficit-cutting Pay As You Go rules the law of the land.
These accomplishments have begun the difficult work of recovering from the worst economic collapse since the 1930s and, according to independent reviews, prevented our country from plunging into another Great Depression. As a result, numerous congressional experts call this the most productive Congress in a half century. This was only possible because our Members had the courage of their convictions and put the interests of the Country first.
Our work is far from finished. As a result of Tuesday's election, the role of Democrats in the 112th Congress will change, but our commitment to serving the American people will not. We have no intention of allowing our great achievements to be rolled back. It is my hope that we can work in a bipartisan way to create jobs and strengthen the middle class.

I am writing to respectfully request your support and I look forward to hearing your views. Please let me know what you are thinking.
Thank you for your leadership and friendship.
best wishes,
Nancy Pelosi

Many of our colleagues have called with their recommendations on how to continue our fight for the middle class, and have encouraged me to run for House Democratic Leader. Based on those discussions, and driven by the urgency of protecting health care reform, Wall Street reform, and Social Security and Medicare, I have decided to run.
I am writing to respectfully request your support and I look forward to hearing your views. Please let me know what you are thinking.
Thank you for your leadership and friendship.
best wishes,
Nancy Pelosi

Will GOP pull plug on Granny or War?
With prospects of a Republican takeover of Congress, Libertarian Party (LP) Chair Mark Hinkle posed this question: "In order to balance the budget, where will the GOP pull the plug first: on Granny, or on foreign wars?"
Hinkle continued, "Of course, Republicans may have no serious intention of cutting federal deficits or spending, and their complaints about 'out-of-control spending' might be hypocrisy."
Over 60% of federal spending is in three areas: Social Security, Medicare/Medicaid, and the military. It would be impossible to eliminate the federal deficit without cutting entitlements or military spending, such as the wars in Iraq and Afghanistan.
Tea Party leader Dick Armey recently called Social Security a ponzi scheme.
LP Executive Director Wes Benedict said, "Social Security is universal mandatory welfare for seniors. It's very un-libertarian."
Benedict continued, "I suppose one way to maintain the Social Security scheme would be to rapidly grow the U.S. working population, such as by opening up our borders to increase immigration. However, Republican congressmen have tried to duck their responsibility for the bad economy by scapegoating illegal immigrants, so allowing a massive influx of immigrants is politically infeasible in the near future.
"Each child born in the U.S. immediately faces a debt of over $40,000. Ironically, it might not be long before American youth start ditching this debt foisted on them by their parents and grandparents, and start leaving America in search of better opportunity abroad.
"To make Social Security solvent as our population ages, the federal government either has to raise the tax, or cut the benefits. The last significant change to Social Security was a tax increase approved by Ronald Reagan. Libertarians favor cutting Social Security benefits, and we oppose tax increases. Libertarians would prefer to allow workers to opt out of Social Security. Perhaps entitlements can be cut gradually, rather than slashed abruptly, but that depends on taking action sooner rather than later.
"On the October 17 'Fox News Sunday,' I saw that Republican senate candidate Carly Fiorina was repeatedly asked what parts of entitlements she would cut to balance the budget, and she repeatedly dodged the question."
The recent Republican 'Pledge to America' makes no mention of cutting entitlements or the military.
Benedict continued, "Republicans refuse to say where they would cut entitlement spending, and of course Republicans oppose cutting military spending or ending America's foreign wars. Therefore, I'd say that Republicans are hypocrites who aren't serious about solving the federal debt problem."
A video lampooning John Boehner and the Republican 'Pledge to America' was created by Travis Irvine, Libertarian for U.S. Congress in Ohio District 12.
Benedict continued, "Only Libertarians recognize that we can't have it all for much longer. The longer Republicans and Democrats flush money down the toilet in Iraq and Afghanistan, the sooner the government will have to cut benefits for Granny. Of course, Congress may never have the courage to pass legislation to cut entitlements. In that scenario, Granny will eventually start experiencing 'rolling blackouts,' or perhaps a total system collapse.
"Libertarians stand ready to cut spending across the board. Perhaps the question Granny needs to answer is, 'Which do you love more: your Social Security check, or foreign wars?'"
The Libertarian Party has 21 candidates for U.S. Senate and 169 candidates for U.S. House in the upcoming November 2010 elections.

Patriot PAC Announces Operation Black Storm
Patriot PAC has unveiled Operation Black Storm, a national coalition effort to unite the nation behind the 15 black conservative congressional candidates running in key districts around the country as Republican nominees for the upcoming November elections.
Helping to lead the charge among the Tea Party and Patriot movement in America for substantive political reform, Operation Black Storm will fight to fundamentally reshape the makeup of the U.S. Congress on November 2, 2010.
Star Parker - CA-37, Ryan Frazier - CO-7, Allen West - FL-22, Isaac Hayes - IL-2, Marvin Scott - IN-7, Robert Broadus - MD-4, Charles Lollar - MD-5, Bill Marcy - MS-2, Michael Faulkner - NY-15, Bill Randall - NC-13, Tim Scott - SC-3, Charlotte Bergman - TN-9, Stephen Broden - TX-9, Chuck Smith - VA-3, and Vince Danet - US Virgin Islands are Operation Black Storm candidates, several of whom have received endorsements from conservative grassroots favorites Sarah Palin, Newt Gingrich and Alan Keyes.
This coalition has put its collective weight behind these highly qualified conservative black candidates to provide the resources and exposure they need to win on Election Day. Coalition members helping with voter education and candidate scorecards include Break the Bonds of Tyranny, Unite in Action, The ConservativeMESSENGER, The Frederick Douglass Foundation, and The Black Sphere, among others.
Political Action Committees participating with endorsements and financial support include iCaucus, Patriot PAC, Frederick Douglass Foundation PAC, Declaration Alliance PAC and more.
K. Carl Smith, President of The ConservativeMESSENGER, declared, "We want to reignite America's passion for liberty and create an atmosphere for political dialogue where conservative candidates can engage in conversation about the issues without being accused of racism or called Uncle Toms. Today marks the beginning of the end of playing the race card to silence conservative voices and keep blacks voting opposite their core values."
Operation Black Storm's mission is to provide vital support, so there is heightened national voter awareness of the policy positions and the governing philosophy of these outstanding new leaders for America. It's time for conservatives to make a statement on the racism issue and Patriot PAC and its coalition are intent on ensuring this statement is made loud and clear.
Smith continued, "It's finally time for our nation to get past racial barriers in politics, and with Operation Black Storm we intend to send a message to Washington that--above all--Americans of all backgrounds, colors, and decent faiths want their God-given right for SELF-RULE."

U.S. Voters to Congress: Reject New Energy Taxes
/PRNewswire/ -- The Center for Individual Freedom ("CFIF") today announced that activists from across the country have sent more than 21,000 letters to Congress urging opposition to federal legislation that slaps U.S. oil and gas companies with a massive new tax bill and consumers with increased energy costs.
The letters were sent over a two-week span in response to an alert sent out by CFIF educating activists about the negative consequences of legislation, proposed by Senator Robert Menendez (D-NJ), that seeks to re-write the "dual capacity" taxpayer rules for American oil and gas companies. The change to the tax code would eliminate the tax credit afforded to domestic energy companies which currently permits them to offset taxes already paid to foreign governments on income made overseas. The Senate Finance Committee - in accordance with the president's budget proposal for next year - also is aiming to scrap the domestic manufacturing income deduction for U.S. energy firms.
"The thousands of voters who have called on Congress to oppose new energy taxes know what's at stake," said CFIF President Jeffrey Mazzella. "While Congress is away for August recess, we hope they will listen to the concerns of their constituents. If they don't and move forward with plans to pass legislation that burdens domestic energy producers with massive and unfair new tax liabilities, thousands of jobs will be lost, investments in new exploration and production projects will be cut and millions of dollars that could further stimulate our economic recovery will disappear."
Perhaps most troubling is the detrimental effect these new taxes would have on American competitiveness and energy security. "If Congress succeeds in raising taxes on U.S. energy producers this fall, it will effectively be subsidizing foreign competitors such as BP, Russia's LUKOIL and Venezuela's CITGO, all of which would not be subject to the added taxes," Mazzella explained. "Congress would literally be handing foreign-owned corporations a competitive advantage over American employers, harming the U.S. economy and increasing our nation's reliance on foreign sources of energy from places that are all too often hostile to American interests and values."
This large groundswell of citizen activism illustrates just how important domestic energy producers are to the health of the nation's economy as a whole. The U.S. oil and natural gas industry generates more than one trillion dollars in economic activity annually and employs more than nine million workers throughout the country.
These 21,000-plus letters send a clear message to Congress: It's past time you stand up for American interests and reject calls to give a leg-up to foreign-based corporations at the expense of our nation's workers and businesses.

Historic Internet Gambling Regulation Bill Overwhelmingly Passes Committee with Bi-Partisan Support
/PRNewswire/ -- Today the House Committee on Financial Services took a critical step forward in passing Internet gambling legislation by voting to approve the Internet Gambling Regulation and Consumer Protection and Enforcement Act (H.R. 2267), legislation introduced by Committee Chairman Barney Frank (D-MA). The legislation, which passed by a 41-22 vote would regulate Internet gambling activity in the U.S. and require licensed operators to put in place safeguards to protect against underage and problem gambling.
"The Committee's bi-partisan vote to approve Chairman Frank's legislation is nothing short of historic," said Michael Waxman, spokesperson for the Safe and Secure Internet Gambling Initiative. "With Congress bitterly divided and only a handful of bi-partisan bills coming out of the Financial Services Committee, we're pleased Committee members from both sides of the aisle were able to come together to advance this important legislation."
During today's mark-up there were several amendments introduced from both sides of the aisle. Rep. John Campbell (R-CA) offered, and the Committee approved, an amendment that would further strengthen the legislation's already strict consumer protections, including a requirement for licensed operators to have each customer choose his or her loss limits before being able to play on-line. Rep. Campbell's amendment also requires licensees to protect customers by ensuring the customer privacy and security and protecting against fraud and money laundering.
Chairman Frank's legislation, introduced in May 2009, would establish a regulatory and enforcement framework for licensed gambling operators to accept bets and wagers from individuals in the U.S. Beyond an array of required consumer protections, the legislation reinforces the rights of each state to determine whether or not to allow Internet gambling activity for people accessing the Internet within the state and to apply other restrictions on the activity as determined necessary.
As a companion to Rep. Frank's bill, the Internet Gambling Regulation and Tax Enforcement Act of 2010 (H.R. 4976) introduced by Rep. Jim McDermott (D-WA) in March 2010, would ensure the collection of license fees and taxes on regulated Internet gambling activities.
Generating significant attention are the economic benefits of online gambling regulation. According to a Joint Committee on Taxation tax revenue analysis, regulated Internet gambling is expected to generate as much as $42 billion in federal government revenue over its first 10 years. Additionally, a recent analysis by H2 Gambling Capital predicts that Internet gambling regulation would create as many as 32,000 jobs over its first five years. There would also be additional economic benefits associated with jobs creation.
"The momentum of today's vote and growing bi-partisan support for online gambling regulation demonstrates to congressional leaders in the House and Senate that this issue is a priority and should be addressed," said Waxman. "Leaving in place a failed prohibition should no longer be the government's misguided policy approach, leaving millions of Americans vulnerable as they continue to find a way to gamble online in a thriving underground marketplace."
The legislation has drawn the support of 69 bi-partisan co-sponsors. Support for the legislation was also announced last week by the U.S. Chamber of Commerce, the Financial Services Roundtable and the National Association of Federal Credit Unions.

House Financial Services Committee Schedules Mark Up of Internet Gambling Regulation Bill
/PRNewswire/ -- Yesterday, the House Committee on Financial Services announced that the Internet Gambling Regulation, Consumer Protection and Enforcement Act (H.R. 2267), legislation introduced by Chairman Barney Frank (D-MA) that would regulate gambling in the United States, will be marked up on Tuesday, July 27, 2010 at 10:00 am in Room 2128 of the Rayburn House Office Building. The mark up, which comes on the heels of Wednesday's hearing on the legislation before the full Financial Services Committee, is a critical next step for the bill to become law.
"This mark up demonstrates that Congress is serious about moving Chairman Frank's bill forward and establishing a strict regulatory framework for Internet gambling activity," said Michael Waxman, spokesperson for the Safe and Secure Internet Gambling Initiative. "The passage of this legislation would be a win-win as it will protect consumers, create an estimated 32,000 new jobs over five years and provide federal and state governments with as much as $72 billion in new revenues over ten years."
The legislation, introduced by Chairman Frank in May 2009, would establish a framework to permit licensed gambling operators to accept wagers from individuals in the U.S. In addition to mandating an array of consumer protections, the legislation reinforces the rights of each state to determine whether or not to allow Internet gambling activity for people accessing the Internet within the state and to apply other restrictions on the activity as determined necessary. Since its introduction, a bi-partisan group of 69 co-sponsors has signed onto the legislation. A recent analysis by H2 Gambling capital predicts that Internet gambling regulation would create as many as 32,000 jobs over its first five years.
In May 2010, the House Committee on Ways and Means held a hearing to discuss a companion piece of legislation to the Frank bill introduced by Rep. Jim McDermott (D-WA), the Internet Gambling Regulation and Tax Enforcement Act of 2010 (H.R. 4976). This legislation would ensure the collection of license fees and taxes on regulated Internet gambling activities. "During this difficult economy, the revenue and job creation potential that regulated Internet gambling provides will go a long way to help states and families alike balance their budgets," said Waxman.

Georgia's New Budget Depends on Extended Federal Help, Senate Set to Take up Legislation This Week
Georgia is among 30 states that have built their state budget assuming that enhanced Medicaid funding will be available through next June, when our budget year ends. Georgia's budget, as recently signed by the governor, includes nearly $750 million of these federal funds, also known as FMAP. "Georgia would realize only half of this amount if Congress allows the funding to expire on December 31, 2010, as scheduled," said Tim Sweeney, the Georgia Budget &Policy Institute's senior healthcare analyst.
"Thanks to the increased federal help granted as states' unemployment rose and Medicaid caseloads increased, Georgia has not made major cuts to Medicaid eligibility levels or to the reimbursement rates paid to healthcare providers serving Medicaid patients," said Sweeney. Rates already fail to cover providers' full costs.
Last week, the U.S. House of Representatives stripped the extended FMAP funds out of a bill to extend a variety of Recovery Act provisions. The Senate now has the opportunity to restore this temporary extension to stabilize the states a little longer as their economies slowly recover.
"If Congress does not extend enhanced FMAP then Georgia's new budget will be seriously out of balance when the new fiscal year starts July 1," said the Institute's executive director, Alan Essig. "But this would be just the beginning."
Georgia lawmakers are using enhanced FMAP to offset spending that would otherwise have come from state sources, as the Recovery Act intends. If, instead of finding additional state revenue, lawmakers cut the Medicaid program to save $375 million, the state would also forgo more than $650 million in federal funds that are in the state's Medicaid base budget (a total of $4.7 billion of federal funds are the base budget, not shown in the chart above).
This $1 billion loss would represent nearly a 15 percent loss to Georgia's Medicaid program. A deficit of this magnitude requires significant new revenues or devastating cuts to provider reimbursement rates, patient eligibility, covered services, or all of the above.
Although Georgia lawmakers have not indicated precise alternatives to finding revenues, budget proposals discussed in the recent legislative session indicate that across-the-board cuts to Medicaid provider reimbursement rates of at least 20 percent would be needed if lawmakers do not add new revenues.
"Cutting Medicaid reimbursement rates 20 percent likely would result in hospitals closing, many doctors and other healthcare providers denying service to Medicaid patients, and further trouble for local communities that depend on their healthcare sector for jobs," said Sweeney.
If Congress does extend FMAP temporarily, it serves the dual purpose of giving Georgia lawmakers time to put new state revenues in place as federal Medicaid funds expire next June. Extending FMAP is crucial to Georgia's ability to weather the Great Recession and avoid crippling cuts to the healthcare infrastructure of the state.
"We urge Governor Perdue to work closely with our congressional delegation to assure they extend enhanced FMAP funding, thereby protecting Georgia's healthcare sector and our citizens' health and security," said Essig. "If Congress eliminates these funds prematurely, it will hurt our healthcare sector and local economies that depend on it. Georgia is not out of the woods yet."

Libertarians call for more finance industry freedom
Libertarian Party Executive Director Wes Benedict issued the following statement today, regarding the financial regulation legislation in Congress:
"The Libertarian Party opposes the legislation currently in Congress. Instead of removing harmful regulations that reduce competition, create winners and losers, and stifle the choices of consumers and financial firms, this legislation merely adds to that heap of regulations.
"It is remarkable that so many people have blamed the banking and financial company failures on the 'free market.' The American finance industry is probably the most regulated industry in human history. It doesn't remotely resemble a free market, and that's been true for many decades. It would be much more accurate to blame the failures on government interference.
"The 2008 TARP bailouts were strongly supported by both Republicans and Democrats. Presidential candidates Barack Obama and John McCain both supported them--Senator McCain even 'suspended his campaign' to rush back to Washington and help push through the massive bailouts. On the other hand, Libertarian presidential candidate Bob Barr firmly opposed those bailouts, and the Libertarian Party has continued to express our opposition since then.
"We're seeing the typical cycle of government regulation:
1. Add more regulations.
2. Watch the new regulations create new problems.
3. Blame the free market.
4. Go to step 1.
"The 2008 TARP bailouts were rationalized with the 'too big to fail' phantom -- the notion that if a big company goes bankrupt, then all financial activity will cease, and the world will basically end. It was one more example of government creating a 'fear of catastrophe' to get people to knuckle under to big government payouts.
"Another major problem with protective government regulation is that it gives consumers the false impression that 'everything's OK, the government will make sure you can't be hurt.' That causes consumers to stop doing their homework, and stop keeping an eye on the businesses they depend on. Then, when the government regulators fail in their job (as the SEC has repeatedly, for example), consumers get hurt much worse than they would if they had never been told the government was taking care of them.
"The problem isn't too little regulation, but too much. Banks, insurance companies, and other financial companies must be allowed to operate freely in a free market, and they must be allowed to fail. No other system will work. Heaping more regulations on top of the already enormous financial regulation pile will only lead to new problems."
Mark A. Calabria of the Cato Institute, writing in the New York Post, commented, "Far from protecting the little guy and sticking it to the fat cats, this bill keeps good, old-fashioned political patronage alive and well."
The Libertarian Party's Platform states: "We favor free-market banking, with unrestricted competition among banks and depository institutions of all types."

Libertarian Party wants open health care negotiations
The Libertarian Party (LP) calls on President Obama to not break yet another campaign promise by directing Congress to have an open, televised format for all future negotiations on the health care overhaul bills under consideration in Congress.
In 2008, then-Senator Obama promised at least eight times on the campaign trail to have open, transparent negotiations regarding a health care overhaul bill. That promise has been broken. Most substantive negotiations have occurred behind closed doors, not "on C-SPAN" as the President repeatedly promised.
The LP urges President Obama and Congressional leaders to hold all future negotiations in an open, televised format, as the President promised.
William Redpath, LP National Chairman, commented, "The President has no power to force Congress to hold televised negotiations, but he is clearly the driving force behind the health care legislation being considered by the Congress. Unfortunately, the President doesn't want to keep his promise. And, we all know why. Public approval of health care overhaul is down to about 40% and is sure to plummet further once a little sunshine is inserted into the legislative process."
Redpath continued, "Open negotiations would let Americans see how esthetically pleasing sausage making is when compared to Congress' negotiation process and the details of the health care legislation. The public would gain a much better understanding of how horrible this legislation is. President Obama and Democratic Party leaders probably think open negotiations would create a public groundswell that would effectively kill their ill-considered remake of one-sixth of the American economy that would likely bring the day of our next financial crisis that much closer."
Redpath concluded, "Government has an enormous cost estimate credibility problem. When Medicare Part A started in 1965, the projected cost in 1990 was $9 billion. It turned out to be $67 billion. When Medicaid's special hospitals subsidy was added in 1987, it was only supposed to cost $100 million per year, but, by 1992, it cost 110 times that amount. If the government is wrong by a factor of 7.5 or more this time, the result will truly be catastrophic for the US economy."
The LP opposes both the House and Senate versions of the current health care overhaul bill.
On the subject of health care, the LP Platform states:
We favor restoring and reviving a free market health care system. We recognize the freedom of individuals to determine the level of health insurance they want, the level of health care they want, the care providers they want, the medicines and treatments they will use and all other aspects of their medical care, including end-of-life decisions.

Snowe, Landrieu Introduce Legislation to Bolster Small Business Participation in International Trade
/PRNewswire/ -- U.S. Senate Committee on Small Business and Entrepreneurship Ranking Member Olympia J. Snowe (R-Maine) and Chair Mary L. Landrieu (D-La.) last night introduced two bipartisan measures to strengthen and improve support for American entrepreneurs seeking opportunities to expand their business, create new jobs and compete in the international market. The Small Business Export Enhancement and International Trade Act (S. 2862) and the Small Business Trade Representation Act (S. 2861) will ensure small businesses have access to the resources and tools needed to explore new export opportunities in emerging markets or expand their current export business.
"Small businesses face particular challenges in exporting, and the bills that Chair Landrieu and I have introduced will take great strides toward ensuring their greater participation in international trade," said Ranking Member Snowe. "By improving and bolstering critical Small Business Administration (SBA) lending and assistance programs, we will be giving our nation's entrepreneurs a helping hand in surviving, diversifying, and competing effectively in the international marketplace. Additionally, the Small Business Trade Representation Act would once and for all establish an Assistant United States Trade Representative for Small Business, a critical position that will help ensure American small businesses are at the forefront of trade policy considerations."
"Building upon legislation that I have introduced in the last three Congresses, including, S. 1196 the Small Business International Trade Enhancements Act of 2009 that I introduced in June of this year, this bipartisan legislation will ensure that small businesses seeking to export their goods and services will have access to the resources they need to successfully expand into foreign markets," Chair Landrieu said. "With health premiums increasing more each year and cash registers at home not ringing like they used to, exporting has become a practical solution for small firms. Expanding opportunities for small business trade is not only vital to the financial security of our entrepreneurs, it is vital to the recovery of our economy."
The Small Business Export Enhancement and International Trade Act contains several crucial provisions, including ones to:
-- Establish an SBA Associate Administrator for International Trade to
carry out the Agency's international trade programs and formulate its
trade and export policy;
-- Bolster the number of SBA export finance specialists assigned to
Export Assistance Centers;
-- Raise, from $2 million to $5 million, the maximum amount of an
International Trade Loan or Export Working Capital Program loan;
-- Establish in statute an Export Express program and expand the maximum
loan size from $250,000 to $500,000; and
-- Create a State Trade and Export Promotion (STEP) Grant Program to
increase the number of small businesses that export and increase the
value of the exports by small businesses.
Additionally, the Small Business Trade Representation Act would create an Assistant United States Trade Representative for Small Business whose responsibility would be to ensure that small businesses are represented in trade negotiations and in U.S. trade policy.
The provisions in these bills come from both S. 1208, the Small Business Export Opportunity Development Act, introduced by Senator Snowe, and S. 1196, the Small Business International Trade Enhancements Act of 2009, introduced by Senator Landrieu.

AUL Action Urges the Defeat of Omnibus Bill Over D.C. Abortion Funding
/PRNewswire/ -- The U.S. House will vote today on H.R. 3288, the Consolidated Appropriations Act of 2010. While in Fiscal Years 1996-2009, Congress prohibited the use of all Congressionally appropriated funds for abortions in the District of Columbia (except in cases of rape, incest, and life of the mother), H.R. 3288 only prohibits the use of "federal" funds for abortions in D.C. (Division C, Section 814). This modification allows funds which are Congressionally appropriated for the D.C. budget to be used for elective abortions.
Americans United for Life Action President and CEO Dr. Charmaine Yoest stated, "This appropriations bill guts a longstanding prohibition on using public funds to pay for abortions in the District of Columbia. The bill also provides millions of dollars for international 'family planning' that could be directed to organizations that pay for and promote abortions. A majority of Americans do not support the use of their tax dollars to pay for abortions."
The bill also appropriates $648.5 million for international family planning funding, an increase of $103 million from Fiscal Year 2009, without the constraints of the Mexico City Policy to prevent these dollars from being provided to organizations that promote and perform abortions (Division F, Section 7060). Finally, the bill increases funding for the United Nations Population Fund (UNFPA), which has an admittedly pro-abortion agenda, to $55 million, a $5 million increase from FY09 (Division F, Section 7078).

Members of U.S. Congress Warn Hondurans New Elections Won't Be Recognized Unless Conflict is Resolved
/PRNewswire/ -- The Center for Democracy in the Americas (CDA) praised six senior Members of the U.S. Congress for their open letter to the Honduran Congress reminding Honduran authorities that without political progress in ending the crisis caused by the coup against President Zelaya the U.S. will not recognize the winner of that country's upcoming presidential elections.
"This timely letter speaks in clear and compelling language to the coup government and its supporters in the Honduran Congress," Sarah Stephens, executive director of the CDA said. "Unless the coup is ended, President Zelaya is restored, and violations of democracy and human rights are halted, no presidential election conducted in that environment will be recognized as free or fair or legitimate by the United States government and its senior leaders.
The letter signed by Representatives James McGovern, Bill Delahunt, Sam Farr, Gregory Meeks, Janice Schakowsky, and Xavier Becerra was sent to Honduras as four Republican Members of the Congress visited interim President Micheletti and communicated their support for the coup.
"Honduras's interim government should pay attention not to rump groups seeking publicity, but to senior Members of the Congress who stand with the Obama administration on behalf of democracy, diplomacy, and dialogue. We believe Honduras should act quickly and decisively to end this crisis and avoid entering a new presidency with this odious cloud hanging over its government."
The Center for Democracy in the Americas (CDA) is devoted to changing U.S. policy toward the countries of the Americas by basing our relations on mutual respect, recognizing positive models of governance in the region, and fostering dialogue particularly with those governments and movements with which U.S. policy is at odds.
Ms. Stephens testified before the House Foreign Affairs Subcommittee on Western Hemisphere Affairs about the coup in Honduras on July 10, 2009.

CREW Files Dept. of Justice Complaint against Rep. Mike Ross
(BUSINESS WIRE)--Today, Citizens for Responsibility and Ethics in Washington (CREW) asked the Department of Justice to investigate whether Rep. Mike Ross (D-AR) engaged in bribery and honest services fraud by selling a piece of commercial property for more than its worth to a pharmacy chain with an interest in pending legislation.
According to a story appearing in the September 22, 2009 Politico, in June 2007, Rep. Mike Ross sold Holly’s Health Mart in Prescott, Arkansas to USA Drug for $420,000. In addition, the owner of USA Drug, Stephen L. LaFrance, also paid Rep. Ross and his wife, Holly, between $500,000 and $1 million for the pharmacy’s assets and Ms. Ross was paid between $100,001 and $250,000 for signing a covenant not to compete with Super D Drug Acquisition as part of the sale. In addition, just two weeks after the sale, Rep. Ross received a $2,300 campaign contribution from Mr. LaFrance.
At the time of the sale, the county assessor’s office valued the pharmacy’s building and the land on which it sits at $263,000, $157,000 less than the Rosses were paid. ProPublica hired a licensed real estate appraiser in Prescott, Arkansas to assess the property, and he valued it at $198,000, less than the county’s assessment, which was raised from $263,000 to $269,000 this year. Another Prescott real estate professional said county property assessments tend to be slightly below market value, but usually not more than 5% below. Nevada County, which includes Prescott, also questioned the purchase price. A contractor hired by the county to update property assessments every five years contacted USA Drug to verify the purchase price, finding it inconsistent with commercial property values in the area.
Even assuming a price of 5% above the assessment, the building and property would have had a value of no more than $276,150. Therefore, at a minimum, it appears the Rosses received at least $143,850 more than the property’s value -- and perhaps as much as $222,000 more, excluding the additional money paid for the non-compete clause -- when they sold it to USA Drug.
In 2008, USA Drug was the 15th largest drug chain in the country with an estimated $906 million in sales and the pharmacy industry is aggressively lobbying Congress regarding proposed health care reform legislation. Two months after the purchase of the Ross property, Mr. LaFrance was profiled in the Arkansas Democrat-Gazette. He opined if the government does not interfere, there are “nothing but good days ahead” for the pharmacy business.
As a member of the Energy and Commerce Committee and the Blue Dog Coalition, Rep. Ross has been integrally involved in the debate over health care reform. This past June, the National Association of Chain Drug Stores thanked Rep. Ross for introducing legislation authorizing payments to pharmacists to train patients how to manage their medications.
Rep. Ross receives significant financial support from the health care industry. According to OpenSecrets.org, this campaign cycle Rep. Ross has so far received $81,100 from those in health-related industries, $23,850 of which is from the pharmaceutical/health products industry. In the 2008 cycle, Rep. Ross received $261,275 from the health care interests, $50,600 of which was from the pharmaceutical/health products industry.
CREW executive director Melanie Sloan stated, “With the sale of his business and the high priced non-compete covenant, Rep. Ross has gone from accepting campaign contributions from those with legislative interests before him to accepting significant personal financial benefits of dubious legality.” Sloan continued, “The situation is reminiscent of that in which former Rep. Randy “Duke” Cunningham sold his house to a defense contractor for an amount above its value in return for legislative assistance – a sale that ultimately resulted in Rep. Cunningham’s conviction on criminal charges.” Sloan explained, “Given that Rep. Ross received a personal financial benefit conservatively valued at no less than $143,850 and probably a great deal more, both the sale of the property for $420,000 and payment of no less than $100,001 for the covenant not to compete certainly merit criminal investigation.”
Federal bribery law prohibits public officials from directly or indirectly demanding, seeking, receiving, accepting, or agreeing to receive or accept anything of value in return for being influenced in the performance of an official act. Honest services fraud prohibits members of Congress from depriving their constituents, the House of Representatives, and the United States of the right of honest service.
At a time when health care reform legislation is a matter of pressing concern and heated debate, it is particularly important for Americans to have faith that their government officials are making decisions based on the best interests of the nation rather than their own financial interests. As a result, it is imperative for law enforcement authorities to thoroughly investigate Rep. Ross’s conduct.

Congress Encouraged to Collect Billions in New Revenue with Internet Gambling Regulation in New Advertising Campaign
/PRNewswire/ -- The Safe and Secure Internet Gambling Initiative launched a new online advertising campaign today in support of the Internet Gambling Regulation, Consumer Protection and Enforcement Act of 2009 (H.R. 2267), legislation that would establish a framework to permit licensed gambling operators to accept wagers from individuals in the U.S. The ads advocate regulating Internet gambling to protect the millions of Americans who continue to gamble online despite government attempts to prohibit the activity and to collect up to $62.7 billion in new revenues for the federal government in the first decade.
"As Congress searches for ways to pay for health care reform and other worthy programs, it should end the unsuccessful prohibition of Internet gambling and start collecting taxes on the billions in revenue currently lost to unlicensed, offshore gambling operators," said Jeffrey Sandman, spokesperson for the Safe and Secure Internet Gambling Initiative.
House Committee of Financial Services Chairman Barney Frank (D-MA) has announced his intent to hold a hearing and markup on the Internet Gambling Regulation, Consumer Protection and Enforcement Act of 2009 this fall. Since introduction of the legislation by Chairman Frank in May, a bipartisan group of more than 50 co-sponsors have signed onto the bill. Supporters include many senior ranking representatives such as George Miller (D-CA), chairman of the Committee on Education and Labor, John Conyers (D-MI), chairman of the Committee on the Judiciary, Charles Rangel (D-NY), chairman of the Committee on Ways and Means, Edolphus Towns (D-NY), chairman of the Committee on Oversight and Government Reform, Pete King (R-NY), ranking member of the Homeland Security Committee and Ron Paul (R-TX), vice-chairman of the Oversight and Investigations subcommittee.

Libertarians respond to President Obama's health care speech
In the wake of President Obama's speech to Congress, America's third-largest party wants to remind voters about Republican support for government-run health care plans.
William Redpath, chairman of the Libertarian National Committee (LNC) commented, "Make no mistake, the Libertarian Party is opposed to President Obama's health care plans, and his speech last night has not budged us. But we also opposed Republican plans for big-government health care, many of which have been implemented in recent years."
In 2003, President Bush and the Republican Congress enacted a Medicare prescription drug expansion. It was originally expected to cost $400 billion, but just two years later the cost was revised upward to $1.2 trillion.
In 2006, Republican Massachusetts Governor Mitt Romney supported and signed a bill that required all residents to purchase health insurance, and increased state health insurance funding.
In 2007, Republican Texas Governor Rick Perry issued an executive order to force sixth-grade schoolgirls to receive HPV vaccinations.
This year, congressional Republicans put forward the "Patients' Choice Act of 2009," which would increase federal government spending and control of health care in a variety of ways.
The Libertarian Party has put a poll on on its home page to allow voters to choose which Republican plan is the most hypocritical.
Redpath said, "Republicans are living in glass houses when they complain about the President's health care plans and the bills in the Democratic-controlled Congress."
Redpath continued, "It's time for President Obama to be intellectually honest, himself, and to stop inferring that his ideas of health care reform are the only ones out there. With neither of the major parties is there any serious discussion about letting individuals control their own health care dollars, moving away from employer-provided health insurance, and increasing competition among insurance companies by letting people purchase health insurance across state lines and among providers by taking a good, long look at medical education and licensure laws to allow potential providers to freely respond to health consumers' needs."
Redpath continued, "But, before the President and the Gang of 535 even do that, it would be refreshing to at least hear them debate whether the federal government is empowered to be in the middle of all of this. An honest reading of the Constitution might stimulate the right move -- punting this to the states and the people."
The Libertarian Party favors a free market health care system. The party's platform states, "We favor restoring and reviving a free market health care system. We recognize the freedom of individuals to determine the level of health insurance they want, the level of health care they want, the care providers they want, the medicines and treatments they will use and all other aspects of their medical care, including end-of-life decisions."

Statement from the American College of Surgeons Regarding Growing Democrat Support for Medical Liability Reform to be Included in Health Care Reform
/PRNewswire/ -- The American College of Surgeons applauds Democrats - led by House Majority Leader Steny Hoyer (D-MD) - for recognizing the need for Congress to address medical liability reform as part of the overall health care reform bill currently under consideration. Over the past few weeks, we have been encouraged to have heard Democrats and Republicans across the country talking with constituents at town hall meetings about the need to address this important bipartisan issue.
The current climate in this country is one in which surgeons and other physicians are forced to practice in an environment of defensive medicine, sometimes ordering additional and possibly unnecessary tests in order to avoid lawsuits. Addressing medical liability reform as part of the overall health care reform bill will help to stem the tide of rising health care costs.
The American College of Surgeons urges President Obama to make medical liability reform a more central component of his call for overall health care reform. Further, we urge the leadership of both the House of Representatives and the Senate to include this important issue in the bills that they will take up in the coming weeks.
